Job Summary: The Monitoring
and Evaluation Manager will take strategic and day-to-day responsibility for a
range of critical functions to clarify the extent to which the programme is
on-track in achieving its intended impact, outcomes and outputs. Key amongst
these will be designing and delivering the M&E system (in collaboration
with the wider NU-TEC Independent M&E component); and refining the M&E
tools (including Theory of Change, Logframe, Indicator Plan etc) and ensuring
they are kept relevant and up-to-date. This position offers an exciting
opportunity to work in a dynamic area at the crossroads of traditional NGO
development interventions and traditional commercially-focused financial
service provision. The M&E Manager will be responsible for supporting the
Team Leader in ensuring the credibility of the programme’s logic, and that all
appropriate areas are measured for progress, to maximize the potential for
success. Vital delivery tasks include: curation of the key M&E tools –
chief amongst these being the Theory of Change and Logframe; engagement and
relationship-building with the commercial bank and with the (agri-)businesses
it will lend to; support to the design and delivery of market assessments, and
identification of relevant measurement indicators; input to the generation of
loan portfolio reports and narrative reports. The M&E Manager will also be
responsible for drawing on MEL support from within Mercy Corps, at the Uganda,
regional and global level. Close engagement with the DFID-contracts Independent
M&E Component for the wider NU-TEC programme will also be a key role for
this position. The M&E Manager is expected to have a high-level understanding
of shared value partnerships (seeing where access to financing can unlock the
potential of cash-constrained businesses) as well as experience managing and
developing such partnerships. S/he should understand the barriers commonly
present in the agribusiness value chain.

Key Duties and Responsibilities:
Programme Implementation:
- Supporting
the Team Leader in day-to-day implementation of the programme - Design,
delivery and curation of the M&E System, including key tools such as:
Theory of Change; Logframe; Results Chain, Indicator Tracker etc - Support
to the execution of Market Assessments - Input
to the programme Risk Register - Ensure
adherence to PM@MC Minimum Standards, as they relate to M&E - Make
regular on-site field visits to ground-truth programmatic data. - Support
other team members to better understand private sector partnerships and
financial services and how they can be integrated into the programme. - Lead
on tracking key M&E indicators, and provide proactive guidance and
course correction suggestions where necessary
Consortium Management:
- Working
closely with commercial bank, in support of the programme objectives,
building a strong and collaborative working relationship, especially as it
relates to M&E
Communication and Reporting
- Input
to the preparation of reports demonstrating progress, successes and
challenges – both internal and donor-demanded - Input
to the preparation of case studies to reflect progress, successes and
challenges. - Mercy
Corps team members are expected to support all efforts towards
accountability, specifically to our beneficiaries and to international
standards guiding international relief and development work while actively
engaging beneficiary communities as equal partners in the design,
monitoring and evaluation of our field projects.
Qualifications, Skills and Experience:
- The
ideal candidate for the Mercy Corps Monitoring and Evaluation Manager job
opportunity should hold a Master’s Degree in Monitoring and Evaluation or
Business in Administration (or equivalent, and an undergraduate degree in
agribusiness, development, economic development, business management or a
closely related field is required. - A
minimum of ten years of experience designing, implementing and managing
similar initiatives (private sector partnership, financial services
strengthening, market systems development). - First-hand
experience in designing and developing M&E systems. - Experience
of the financial sector is desirable - Experience
in leveraging private sector partnerships is a must. - Strong
interpersonal, writing and oral presentation skills in English are also
required. - Experience
in building and maintaining strong/productive relations with implementing
and strategic partner agencies is required. - Demonstrated
attention to detail, ability to follow procedures, meet deadlines and work
independently and cooperatively with team members. - Strong
problem-solving and demonstration of initiative. - Strong
computer literacy with a full knowledge of office applications, and
relevant professional M&E software (e.g. SPSS, Stata)
