Job Summary: The ICT4D
Officer will support CRS and partner MEAL staff in their geospatial mapping and
data visualization needs to support high-quality programs serving the poor and
vulnerable. You design mobile data collection platform. You will provide
responsive, professional service and technical support to ensure efficient
operation and use of the project database and information and communication (ICT)
technologies.
Key Duties and Responsibilities: 
  • Provide
    support for existing ICT4D solutions such as Commcare, eValuate, ArcGIS, PowerBi
    and Excel within the project.
  • Provide
    training and mentoring to ERP staff to enable independent use of ICT4D technology
    components
  • The
    incumbent will build the capacity of the program partners to use, manage
    and maintain ICT4D technology
  • Assess
    ICT4D capacity of local implementing partners within the districts.
  • Provide
    procurement support for ICT4D infrastructure
  • Work
    closely with MEAL teams to develop data reporting dashboards and templates
    for the project
  • Design
    templates for assessments and surveys with the MEAL unit.
  • The
    incumbent will also identify and address ICT4D training needs for the
    project
  • Provide
    support to the technical development of MEAL processes and standards
    within the project
  • Maintains
    professional and technical knowledge by attending educational workshops; reviewing
    professional publications; establishing personal networks; benchmarking
    state-of-the-art practices; participating in professional societies.

Qualifications, Skills and Experience:
  • The
    ideal candidate for the Catholic Relief Services (CRS) ICT4D Officer job
    opportunity should hold a Bachelor’s Degree or equivalent experience in
    statistics, computer science, software engineering, information
    management, geo-information systems or related area;
  • At
    least three years of progressive experience in database management working
    with humanitarian and development assistance, preferably with an international
    NGO;
  • Previous
    experience in database management using Microsoft Access, SQL Server and
    Excel
  • Experience
    in using mapping software such as ArcGIS is required;
  • Experience
    in creating data visualization dashboards (e.g. Reporting services,
    Access, Zoho Reports, Dundas Dashboards, PowerBI);
  • Hands-on
    experience working with data collection tools such as CommCare,
    Iformbuilder as well as other open source tools.
  • Strong
    analytical skills with focus on detail
  • Excellent
    communication skills with the ability to communicate technical ideas and
    concerns in a non-technical manner
  • Ability
    to work effectively under stressful conditions
  • Demonstrated
    experience building ICT capacity with professional staff
  • Proactive,
    resourceful and results-oriented
  • Basic
    understanding of business analysis concepts and best practice
  • Fluency
    in oral and written English with ability to write technical reports
    required.
