About USAID RHITES-N Project:
RHITES-N, Lango will contribute
to improving key population- based national health indicators; build the
capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence
locations.
Job Summary: The HIV
Advisor for Prevention Services will be responsible for leading implementation
activities that improve access to and quality of HIV prevention services in the
Lango sub-region, including interpersonal communication (IPC) and outreach,
social and behavior change (SBC) communication, condom promotion and
distribution, eMTCT services, and VMMC. This will entail building the capacity
in technical service delivery to staff at district level and health facilities,
civil society organization sub-grantees and community level village health team
(VHT) and community health extension workers (CHEWs). S/he will work closely
with the MOH partners to ensure that HIV prevention activities are in line with
government of Uganda policies, VMMC and eMTCT services are done according to
national guidelines, as well with evidence based, international standards, and
that these policies are carried out at all health facilities the RHITES N-
Lango districts.
Key Duties and Responsibilities:  
  • Provide
    strategic and technical leadership for all HIV Prevention activities,
    including interpersonal communication (IPC) and outreach, social and
    behavior change (SBC) communication, condom promotion and distribution,
    eMTCT services, and VMMC;
  • Develop
    innovative approaches to increase demand for, access to and availability
    of high quality prevention services, including VMMC and eMTCT
  • Develop/access,
    disseminate, and ensure operationalization of training materials and
    systematically update technical staff on VMMC and eMTCT;
  • Lead
    overall strategy for strengthening and applying the evidence base to
    scale-up quality and cost-effective VMMC and eMTCT services;

Qualifications, Skills and Experience:
  • The
    applicant for the USAID RHITES-N Project HIV Advisor for Prevention
    Services job placement should hold a Degree in medicine, nursing or public
    health, or equivalent, and significant level s of training in HIV
    prevention, care and treatment;
  • Five
    years of working with public or private health facilities to improve HIV
    Prevention services in Uganda, including PMTCT and VMMC, with USAID-funded
    projects is a plus;
  • Demonstrated
    ability of improving quality of HIV Prevention services at scale;
  • Excellent
    knowledge and understanding of both Ugandan and global guidelines for all
    HIV Prevention services;
