First operational in Uganda in the late 70’s, the current country
programme focuses on two of GOAL’s three strategic sectors, namely: Health
(including WASH and Health Accountability programming); and a market based
approach to improving agricultural livelihoods and WASH. GOAL Uganda
mainstreams HIV, gender, child protection and the resilience strategies across
all programming. GOAL works on a district focused approach, and uses a mixture
of direct implementation and partnerships with national and international civil
society organizations, local government, the private sector and communities to
give effect to our mission. GOAL is currently operational in the North, South,
East and West of Uganda with six established offices in Kampala, Bugiri, Abim,
Kaabong, Lira and Agago Districts. We are funded by a number of donors who
include DfID, Charity: water, Irish Aid, Master Card Foundation, GOAL and a
number of small foundations.

Key Duties and Responsibilities:
- To coordinate and assist in baseline
survey implementation, data cleaning and analysis - To coordinate and assist in data
collection from Private Sector Actors - To attend monthly district review
meetings; and take minutes and share those meetings - To supervise a team of two MEAL volunteers
and provide guidance to them - To attend and support training of (Youth)
Agents in MEAL, specifically in using the Farm Record Book - To coach the agents in data collection,
specifically related to Farm Record Book - To do joint visits to farm groups for
collecting and checking data - To write learning stories, stories from
the field - To do any other tasks that is within the
scope of MEAL work
Qualifications, Skills and Experience:
- The ideal candidate for the GOAL
International MEAL Officer (Market Development) job placement should a diploma/degree
in M&E, agriculture, development (economic) studies or related,
relevant subject - At least two years of M&E work
experience, especially in agriculture
- Good computer skills (MS Word and Excel)
- Good, demonstrable writing skills in
English - Ability to work with digital data
collection tools - Ability to travel up to 40% of time from
base - Ability to speak local language(s)
Desirable:
- Resident in Northern Uganda, preferably
from Abim or Agago. - Familiar with working in an International NGO
- Motorbike riding skills with valid riding
permit.
