received funding from DFID/UNICEF to implement the Strengthening Uganda’s
Response to Malaria (SURM) project which will focus on reducing the impact of
the leading causes of U5M morbidity and mortality in 16 districts in Northern
Uganda. The project will address lagging maternal and neonatal mortality
through a combination of iCCM and selected maternal and neonatal care
interventions. The project is implemented with UNICEF and spans a five-year
period (April 2018-March 2023) in 16 districts in the Northern region of
Uganda.
Centre Manager will support the setting up of the data centre, training of data
entry supervisors and clerks provide ongoing support and supervise the
implementation of project M&E activities. The Data Centre Manager will
provide data management support to the SURM program and will work closely with
M&E Specialist and officers. During surveys He/she will directly supervise
a data entry supervisors and clerks.
- Responsible for data management activities
including quality, completeness, safety and storage - Develop the specification documents for
database tables, data entry screens, data derivations and edit check
programming - Set up and test the database and conduct data validation checks
- Track, validate and develop a database with
data gathered from community and health facilities. He/she must ensure the
completeness, accuracy and consistency of the data so that it meets the
standards of quality expected
for reporting to regulatory bodies. Ensure databases are validated and
ready for transfer and/or analyses - Participate in the development of project
related data collection instruments. - Participate in data management enhancement
activities for project
staff and MOH. - Provide computer trouble shooting support to
all the projects staff/partners. - Actively participate as a member of the Malaria
Consortium Uganda technical team. - Adhere to financial, administrative and
security procedures of Malaria Consortium Uganda. - Adhere to research and humanitarian principles
at all times during the implementation of the project.
- Receive
data from the field - Be
involved in recruitment of data entry supervisors and data entry clerks - Train
the data entry supervisors and data entry clerks - Supervise
and ensure quality data entry and validation activities are carried out - Ensure
quality data storage in both hard and soft copy - Set
up an archive for all data generated by the project
- Provide
high quality data summaries to Malaria Consortium, DFID/UNICEF, MOH
District Health Teams, and development partners for evidence‐based policy and strategy development relating
to the project. - Report
progress against schedules to management as per the project objectives - Will
work with AMF in data management and analysis and support preparation of
project reports, manuscripts and dissemination of findings - Work
closely with the M&E specialist to ensure effective implementation of
the project activities in the project districts in Uganda - Carry
out additional duties as assigned by the Project Director or Malaria
Consortium Uganda senior management.
- The
applicant for the Malaria Consortium Data Centre Manager job opportunity
should hold a Master’s Degree in
Public Heath, Statistics or IT - Three years’ experience in the design,
development and implementation of variety of data management tools
including databases, spreadsheets and websites. - Previous experience designing and conducting
training courses - Substantial experience in the heath sector in
Uganda. - Demonstrated ability to work independently as
well as collaboratively in a team, particularly with Ministries of Health
and/or other government
sectors and partners - Excellent interpersonal and communication
skills, including ability to work and interact with government and
non-government colleagues and partners - Excellent organizational skills to support
documentation, reporting of data, and dissemination of information - Working knowledge of various statistical
programmes (e.g., Epilnfo, STAT A, SPSS, SAS, etc) - Strong database development skills using
ACCESS, MySQL or similar - Keen attention to detail
