About USAID RHITES-N Project:
RHITES-N, Lango will contribute
to improving key population- based national health indicators; build the
capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence locations.

Job Summary: The
Facility Based Integrated Clinical Services Officer will diagnose, treat and
manage patients and refer complicated cases. S/he will ensure quality assurance
in clinical work. S/he will specifically participate in clinical management of
HIV, TB and related diseases in adults and children. The incumbent ill
participate in planning, directing, budgeting, coordination, monitoring and
evaluation of clinical work as well as participate in adopting the quality
improvement approaches to improve the overall quality of health services;
especially for TB and HIV care and treatment, and enhance client outcomes. The
successful candidate will participate in the provision of information/
education to the public as part of health promotion. S/he will manage and
account for allocated resources, participating in research activities and build
the capacity of students and staffs at the hospital and ensure that staff
adhere to Professional Code of Conduct and Ethics.

Key Duties and Responsibilities:
- Provide technical leadership and work
closely with the Senior HSS Advisor in the implementation and evaluation
of clinical technical interventions, including HIV testing and counseling,
pediatrics and ALHIV, maternal and child health, family planning, and STI
diagnosis and treatment; - Work closely with the technical team
in-country to ensure integration between PMTCT and care and treatment
activities within a family centered continuum i of care framework; - Lead efforts with MoH and selected NGOs
to improve access to and use of focused clinical services provided by
mobile units, particularly among key populations such as ALHIV; - Identify and benchmark successful
interventions with replicable models of HIV clinical care and treatment in
Uganda;
Qualifications, Skills and Experience:
- The applicant for the USAID RHITES-N
Project Facility Based Integrated Clinical Services Officer job placement
should hold a Nursing or other related clinical degree at the Master’s
level required. Masters’ Degree equivalent preferably in public health,
public administration, social sciences or a related development field is a
plus. - Must be registered with the Allied
Health Professionals Council and possess a valid annual practicing license
- At least three years’ experience implementing
and managing focused clinical services - Demonstrated knowledge of and experience
with PEPFAR and MoH clinical programming - Demonstrated experience with reporting
preferably for USG funded programs and PEPFAR indicators
