About Project:
Malaria Consortium Uganda has
received funding from DFID/UNICEF to implement the Strengthening Uganda’s
Response to Malaria (SURM) project which will focus on reducing the impact of
the leading causes of U5M morbidity and mortality in 16 districts in Northern
Uganda. The project will address lagging maternal and neonatal mortality
through a combination of iCCM and selected maternal and neonatal care
interventions. The project is implemented with UNICEF and spans a five-year
period (April 2018-March 2023) in 16 districts in the Northern region of
Uganda.
Job Summary: The
Monitoring & Evaluation Officer is responsible for implementing the overall
M&E framework and implementation of related activities within the project
in the districts of Northern Uganda. The M&E Officer will be expected to
work with the M&E Specialist, the SURM project team and partners to provide
timely and relevant information on the project’s progress to stakeholders. The
position holder will coordinate, organise and supervise data collection, both
routine and assessments (quantitative and qualitative), which will be used to
monitor and evaluate project activities, outcomes and impact in line with the
project objectives. The position holder will be expected to collaborate,
coordinate and work closely with all involved in M&E design and
implementation including the M&E Specialist, leadership in districts and
external stakeholders/partners. S/he will also provide on-going support and
technical assistance to the Ministry of Health at district level and other
partners, as specified by the SURM project scope, and in accordance with its
approach to understanding and influencing positive change in health.
Key Duties and Responsibilities: 
Technical contributions (40%) : Lead the development and implementation of
a comprehensive monitoring and evaluation plan to ensure the achievement of
project targets and to inform quality control of project activities
Data/information management
(30%)
  • Liaise with the respective national and
    sub-national stakeholders to ensure their involvement in project M&E
    activities and the effective flow of data and information
  • Facilitate the collection of appropriate health
    informat
    ion from relevant
    data sources (health facilities, schools, district offices, retail sellers
    of long lasting insecticide treated nets)
  • Be responsible for the data assembly,
    management, and analysis and reporting of surveys and routine monitoring
    activiti
    es
  • Design and manage the databases for all
    monitoring and evaluation activities in relation to this project.
  • Work with the M&E Specialist to ensure that
    these are aligned with other Malaria Consortium information systems
  • Provide the Program Manager, the M&E Specialist and the Regional
    Coordinator with any data needed for management decisions
Communications and reporting
(20%):
Prepare consolidated progress reports, reports on M&E findings for
project management; guide the regular sharing of the outputs of M&E
findings with project staff, implementing partners and primary stakeholders
Representation and
documentation (10%)
  • Participate
    in relevant meetings at national and sub-national levels and where
    possible present results and experiences of the project
  • Provide effective support to all donor visits
    relating to both project planning, delivery and review, and for the purp
    oses of donor fundraising and marketing

Qualifications, Skills and Experience:
  • The
    applicant for the Malaria Consortium Monitoring & Evaluation Officer
    job opportunity should hold an
    undergraduate degree in Statistics,
    Project Management, Public Health, or a related subject
  • Advanced training in Monitoring and Evaluation
  • Three to five years’ work experience in M&E
  • Experience with performance monitoring and
    evaluation for international or national development projects, including
    developing performance indicators, data collection and analysis
  • Experience in the design and implementation of data collection and
    data management systems
  • Experience in data analysis and evaluation
  • Experience in translating data into accessible
    reports for diverse audiences
  • Experience conducting large scale quantitative
    surveys
  • Experience
    in engaging and supporting others to contribute to M&E work
  • Knowledge of project management techniques and
    tools
  • Familiarity with the Ugandan health system
  • Experience in writing project reports
  • Experience conducting qualitative data collection and analysis
  • Analytical thinking and problem solving skills
  • Excellent planning and organising skills
  • Excellent communication skills (i.e. both
    written and spoken English)
  • Excellent interpersonal skills and good team
    spirit
  • Excellent knowledge in the use of data
    management and analysis software such as Excel, Access, EpiData, STATA
  • Willingness to participate in field
    activities/surveys and travel to remote areas within
    the country
  • Ability to follow deadlines, accuracy and
    attention to detail
  • Excellent report writing and presentation
    skills
  • Capable of working with minimum supervision
