About Project:
Malaria Consortium Uganda has
received funding from DFID/UNICEF to implement the Strengthening Uganda’s
Response to Malaria (SURM) project which will focus on reducing the impact of
the leading causes of U5M morbidity and mortality in 16 districts in Northern
Uganda. The project will address lagging maternal and neonatal mortality
through a combination of iCCM and selected maternal and neonatal care
interventions. The project is implemented with UNICEF and spans a five-year
period (April 2018-March 2023) in 16 districts in the Northern region of
Uganda.
Job Summary: The Field
Finance Officer will provide a full accounting service to the field office and
reporting all transactions to the Uganda Head Office accurately and timely. The
Field Finance Officer is responsible for checking the accuracy of all
transactions, disbursing and settling cash as requested in accordance with MC
financial policy and process in the field office.
Key Duties and Responsibilities: 
  • Calculate and request the field office’s
    monthly cash needs with the budget heads and Regional Coordinators with
    the objectives to minimise month end cash and bank balances, whilst at the
    same time having adequate funds availabl
    e for operational needs (10%)
  • Arrange for timely bank transfers to the field
    office and ensure proper accounting of transfers (7%)
  • Act as cheque signatories (10%)
  • Check the accuracy and validity of the
    transactions of the field office (8%)
  • Check the correct procedures including appropriate approvals are followed
    for all transactions (10%)
  • Prepare the monthly return to submit to the
    financial Accountant within three days of the month end, including bank
    reconciliation and petty cash count sheets (5
    %)
  • Review the coding of the field reports with
    budget holders (10%)
  • Prepare the bank reconciliation for the field
    office and follow up on any outstanding items (5%)
  • Close the field books of accounts monthly
    according to the timetable (7%)
  • In charge of keeping petty cash using imprested record, making requisitions and
    issues as approved by an authorised MC personnel (8%)
  • Count petty cash on a monthly basis with
    appropriate person (7%)
  • Post Ensure that all payments to vendors are in
    compliance wit
    h government
    tax requirements (V.A.T, WHT) (6%)
  • Maintain a register for all accountabilities
    submitted to eliminate claims that accountabilities are submitted and lost
    (7%)

Qualifications, Skills and Experience:
  • The
    applicant for the Malaria Consortium Field Finance Officer job opportunity

    Bachelor’s degree in Accounting.
  • One year of work experience
