in Emergencies; Building Resilience through Predictable Safety Nets; Improving
Nutrition & Mother-and Child Health; and Supporting Small Holder Farmers to
Access Markets. WFP has operations in various parts of the Country.
Job Summary: The Programme
Policy Officer (Emergency Coordinator) – Consultant
design and manage programmes that effectively meet food assistance
needs, or contribute to policy formulation and/or provide technical advice or
oversight on programme strategy and implementation.
Key Duties and Responsibilities:
  • Ensure WFP is able to assume direct
    general food distribution responsibilities in all five settlements in the
    region, establish the WFP teams in each settlement, and ensure management
    and accountability systems, processes and structures are in place and
    functioning;
  • Manage WFP’s emergency response to the
    ogoing DRC influx in the settlemetns of Kyangwali, Kyaka and others that
    may start receiving or be established in the coming months;
  • Coordinate with UNHCR and Office of the
    Prime Minister to roll out biometric reverification and introduce biometric
    controls at general food assistance collection centres across all
    settelments in the region;
  • The incumbent will also manage the
    consolidation of WFP food assistance collection centres in each of the
    five settlements and oversee the installation/construction of the required
    infrastructure at all sites;
  • Facilitate the transition of general food
    distribution from traditional group distribution to serving/scooping
    individual household entitlements;
  • Strengthen the capacity of WFP field staff
    to implement, manage and monitor WFP-supported refugee response
    programming;
  • Establish clear roles, responsibilities
    and required actions for addressing protection and other sensitive issues
    encountered in the field and establish transparent issue log and
    resolution mechanism;
  • Perform other relevant duties and task as
    laid out in the generic job description of head of field/area office.



Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations
    UN World Food Programme (WFP) Programme Policy Officer (Emergency
    Coordinator) – Consultant job placement should hold an advanced University
    degree in International Affairs, Economics, Nutrition/Health, Agriculture,
    Environmental Science, Social Sciences or other field relevant to
    international development assistance, or First University Degree with
    additional years of related work experience and/or trainings/courses.
  • Experience working in a Country Office or
    equivalent level position within technical area.
  • Previous experience in managing
    discussions with experts in VAM/Nutritionists.
  • Experience in leading a country / are
    office programme team or a substantial component of a complex programme.
  • Previous direct experience of different
    programme approaches.
  • Previous experience in working with
    government agencies and gained policy experience.
  • Has led team in strategic discussions.
  • Experience working in HQ or a Regional
    Bureau.
  • Language: Fluency (level C) in
    English language.

  • Programme Lifecycle & Food
    Assistance:
    Displays ability to identify the main hunger problem
    at the national or subnational level to design and implement
    context-specific programmes that integrate complex analysis and the full
    range of food assistance tools.
  • Transfer Modalities (Food, Cash,
    Voucher):
    Demonstrates the ability to design, implement, monitor
    and provide oversight over effective and efficient programmes deploying
    different transfer modalities.
  • Broad Knowledge of Specialized areas
    (i.e. Nutrition, VAM, etc.):
    Demonstrates the ability to
    incorporate technical information into programme design and implementation
    and appropriately communicate it internally and externally.
  • Emergency Programming: Displays
    ability to translate understanding of programme principles in emergencies
    and protracted conflict situations into relevant, effective, and context
    specific approaches.
  • Strategic Policy Engagement w/
    Government:
    Demonstrates the ability to engage key stakeholders
    (e.g., WFP units, external partners) in policy dialogue to strengthen
    national government food and nutrition security strategies and programmes.
