About US:
Care and Assistance for Forced Migrants (CAFOMI) is a not-for-profit;
non-partisan organization limited by guarantee and registered by the Uganda NGO
8oard/Bureau as a national non-government focusing on protection and assistance
in complex emergencies, local context durable solutions for forced migrants,
early warning alerts through research and advocacy and a national response
surge capacity for emergencies. CAFOMI aims to ensure that forced migrants
(refugees) live a dignified life to internationally acceptable standards and
positively contributing to the development of their host communities through
professionalism, commitment, transparency, accountability, teamwork,
participation, partnerships, respect, integrity, multiculturalism, continuous
learning and development. CAFOMI, through a tripartite agreement with UNHCR and
Government of Uganda (OPM) was selected to implement emergency response and mixed
solutions activities in 2018 in the refugee hosting districts of Bundibugyo,
Isingiro, and Kisoro.
Job Summary: The Transit
Centre Project Manager will provide direct program implementation, represent
the interests of CAFOMI in the field by liaising with UN/UNHCR, Government and
other agencies in his/her area of operation, and ensures that CAFOMI policies
and procedures are followed in the field.
Key Duties and Responsibilities:
        
Establish and ensure a transparent system of
management including the coordination of services and other activities in the
transit centre.
        
Mobilization and the participation of the
beneficiaries on matters affecting them.
        
Supervise and maintain the infrastructure of the
transit centre.
        
Set up an information management system in the
transit centre, including the collection and the supply of data and the
transparent sharing of the information.
        
Follow-up the supply of services in the transit
centre according to CAFOMI policies and procedures.
        
Organize and execute, andor oversee the
follow-up of the recording of the population of the transit centre; update the
data of the population of the transit centre.
        
Make the link between the various communities
and the groups living in the transit centre and favor a peaceful coexistence.
        
Protect the interests of the population of the
transit centre towards the authorities of the transit centre, the service
providers and the stakeholders.
        
Ensure liaison between the population of the
transit centre and the service providers and the stakeholders.
        
Ensure liaison between the UNHCR/local
authorities and the other relevant stakeholders by ensuring effective
coordination and the information exchange with them.
        
Perform general transit centre administration,
and supply procurement, ensuring effective and efficient operations in the
program.
        
Focal person for communications between the
field and Kampala offices.
        
Oversee the contractual arrangements with
vendors to ensure that CAFOMI  interests
are adequately protected.
        
Ensure security and safety of CAFOMI human
resource and assets
        
Ensure compliance with CAFOMI policies and
procedures, donor requirement, government rules and regulations.
        
Plan, perform and supervise the development,
coordination, implementation and monitoring of transit centre activities.
        
Participation in official meeting/training
workshops.
        
Ensure that refugee issues are immediately
identified and addressed.
        
Stay abreast of political, social, economic and
cultural developments that have an impact on the refugees/IDP environment.
        
Play a major role in proposal development and
budget control for the transit centre.
        
Contribute to and facilitate a programme of
results-based advocacy through a consultative process with sectorial and/or
cluster partners.
        
Facilitate effective information management through
the provision of disaggregated data on populations of concern and their
problems.
        
Contribute to capacity-building initiatives for
the communities.
        
Enforce compliance with, and integrity of, all
refugee standard operating procedures.
        
Provide staff coaching and technical supervision
to develop ownership / responsibility for activities.
        
Line-manage the staff including day-to-day
management, development and training, and performance management.
        
Undertakes other duties as required



Qualifications, Skills and
Experience: 
        
The applicant must hold a Bachelor’s Degree in
Social Works and Social Administration, Public Administration or Economics or
equivalent.
        
Project management experience (management,
planning, staff development and training skills) in development programs
        
Two years of previous work experience in a
similar position and humanitarian work and NGOs
        
Proven capabilities in leadership and management
required
        
Excellent skills in written and spoken English
        
Excellent negotiation and interpersonal skills,
and flexibility in cultural and organizational terms
        
Ability to work well and punctually under
pressure
        
Excellent presentation and communication skills
and the ability to interact with a number of different partners and contacts,
including governmental authorities, UNHCR, people of concern, etc.
        
Strong judgmental skills and make ethical and
moral decisions
        
Capacity building skills
        
Managing Performance
        
Proposal writing is a must
        
Strategic Planning
        
Flexibility to travel to other project sites
