and duly registered with the NGO Board and NGO Forum. IAU is actively involved
in programs geared towards the protection and improvement of lives of
disadvantaged people living in urban and rural areas in Uganda and in the Great
Lakes Region. InterAid Uganda is focused on its thematic areas of Rights
Protection, Education, Livelihood & Food Security, Health (HIV&AIDS;
Malaria; Maternal and Reproductive Health), Water, Sanitation & Hygiene
(WASH), Environment and Disaster Management and good Management and Governance
systems.
Job Summary: The Senior
Procurement Officer will ensure value and timeliness of the organisations
procurements in line with the approved procurement policies and procedures.
Key Duties and Responsibilities:
Strategic direction: Enhance
judicious procurement and disposal process in accordance with InterAid Uganda
Procurement Policy.
Stakeholder Management:
        
Manage and maintain good supplier relationship.
        
Customer satisfaction internally and externally
through ensuring effective and efficient procurement processes.
        
Respect all memorandum of Understanding, procurement
agreements and agreements with funders/donors r
equirements
        
Creation of a single point of Purchase Order
dispatch to Vendors and  document
tracking
        
Pre-POP Audit
        
Manage relationship between Accounts & procurement
section
Procurement Process and
Disposal Management:
        
Procurement
of Goods And Services
        
Develop and 
implement a  procurement
strategy   for the organisation  to ensure that  goods and services are purchased at the most
competitive prices and are of  the
required qualities
        
Initiate the development and implementation of
procurement po
licies and
procedures and strategies to ensure the standardisation and transparency of the
procurement function 
        
Supervise the functioning of the procurement section
as per the procurement policies
Procurement Reporting
        
Ensure that procurement policies, procedures, and
action plans and ensure they are followed across the organization.
        
Participate as a member on the Procurement
Committee, attend meetings and provide technical advice to the Committee
members.
Procurement Administration
        
Plan, prioritize, assign, supervise and review work
of staff in need to purchase including technical and specialized procurement of
supplies, equipment and services.
        
Prepares a consolidated work plan in line with the
approved budget o
f the
organization
        
Reviews, and analyzes purchase requisitions
        
Advises department officials concerning supply
requirements
        
Responsible for departmental administrative issues
such as maintaining/revising policies and procedures and purchasing module,
subcontract plan utilization.
Disposal of Assets
        
Manage the organisation’s assets that are ready for
disposal.
        
To ensure effective management of the asset disposal
process at its cost effectiveness
Tender Process management
        
Implement the framework for preparation of Bidding Documents and
Request for Proposals in accordance with procurement procedures.
        
Oversee the implementation of the bidding processes
for goods, works and Services in accordance with standard Tender procedures of
the procurement p
olicy.
        
Develop guidelines and frameworks for bid evaluation
and selection process using the Technical & Commercial Evaluation.
        
Conducts pre-bid meetings with interested vendors
and user departments to ensure complete understanding of bid requirements,
scope of work, and responsibilities
        
Participate in contract negotiations
        
Prepares addendums following pre-bid to clarify,
make additions, deletions to quotations/proposals
        
Serve on evaluation and tender committees as
required
        
Resolves problems and protests concerning bid solicitations, contract awards or contract
performance as the need arises.
Risk Management
        
Continuously assess risks inherent in the
procurement process
        
Develop mitigation measures to curb the risk
inherent in the procurement process.
        
Review the effectiveness of the mitigation measures
on a continuous basis
Compliance
        
Monitor the implementation of contracts.
        
Ensure procurement policy and process compliance.



Qualifications, Skills and Experience:
        
The
ideal candidate for the InterAid Uganda Limited (IAU) Senior Procurement
Officer job opportunity should preferably hold a
Bachelor’s degree in Procurement &
Supply Chain Management, Commerce, Business Administration or related course
from a recognized institution
        
Full or Part Professional qualification with CIPS
        
Five years
of experience in a similar role
        
Ability to operate under minimum supervision
        
Ability to work extra hours
