About USAID Project:
FHI 360 is implementing a five-year, USAID Health Systems Strengthening
Activity (HSS). The UHSS activity will focus on systems strengthening
interventions at the national level focusing on key government and
non-government institutions and actors, and at the subnational level focusing
on regional, district and local government structures, all of which impact
quality of health service delivery at the health facility and community level.
The activity will predominantly work with targeted health sector institutions
in the Ministry of Health such as planning department, community health
department, human resource department, regional referral hospitals including
their governance structures, district health teams and health facility management
and staff, as well as the private health sector governance and other key
organizations in the health system.
Job Summary: The Quality
Assurance (QA) & Improvement Advisor will strengthen targeted community
systems critical for quality health services delivery, strengthen hub-and-spoke
referral systems between regional referral hospitals and lower level
facilities; Contribute in the implementation of Health policies, quality
standards and regulations
Key Duties and Responsibilities:
        
Support operationalization of the MOH Ql
framework
        
Collaborate and build capacity of the regional
QA and Ql structures, district, facility down to community level
        
Actively contribute in the review, dissemination
and implementation of the existing national referral guidelines
        
Support the design, implementation, and learning
about improvement collaboratives and other QA/QI approaches at the community
level
        
Support the institutionalization of QA/QI for
community health activities within district health systems
        
Build capacity of Community Health Extension
Workers (CHEWs) and other health providers in quality assurance and quality
improvement
        
Analyze trends of the Ql collaboratives results
and facilitate the learning sessions
        
Document programs’ QA and Ql efforts and write
improvement stories for dissemination



Qualifications, Skills and
Experience: 
        
The applicant for the Quality Assurance (QA)
& Improvement Advisor USAID Project job placement must hold a Master’s
degree/BS/BA in Public Health or related field, and 9-12 years relevant
experience with international development programs.
        
Clinical background (Md, RN, etc.), is not
mandatory but would be a plus.
        
Experience and understanding of health system in
Uganda.
        
Experience of Quality Assurance/Quality
Improvement in developing countries settings with applications to health
priorities required.
        
Experience developing training material for
capacity- building in QA/QI preferred.
