About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Petroleum
Officer / Refining Engineer will beresponsible for reviewing refinery designs
and standards and supervising the development and operation of refineries in
the country.
Key Duties and
Responsibilities:  
        
Plan the refinery procedure to ensure the
maximum output.
        
Review refinery designs proposed by licensees
and advise Management.
        
Ensure the smoothness of all the processes
related to refining.
        
Oversee the maintenance and repair works in the
refinery.
        
Tasked with supervising staff of quality control
department.
        
Review the standards proposed by licensees and
advise Management.
        
Record all the quality test results and present
them before management.
        
Regularly monitor the production and machinery
to ensure the quality.
        
Work as a trouble shooter in the times of
emergency or technical snags in the refinery.
        
Supervise the layout of the refinery properly by
keeping all the factors in mind.
        
Supervise project budgets along with schedules.
        
Recommend any plant modifications or changes.
        
Make on-site visits frequently as and when
needed.
        
Perform any other duties as may be assigned from
time to time.



Qualifications, Skills and
Experience:
        
The applicant for the Petroleum Authority of
Uganda (PAU) Petroleum Officer / Refining Engineer job placement must hold a
Bachelor’s degree in engineering or technology from an internationally
recognised University/Institution
        
Master’s Degree in Chemical or Refinery
Engineering from an internationally recognised University/Institution
        
Relevant working experience in the Oil and gas
sector in a busy and well-organized institution is desired
        
The person should have excellent technical
knowledge regarding optical engineering.
        
Excellent communicator and should have the
excellent communication and management skills.
        
Exceptional problem solving skills.
        
He or she should be able to work in the
difficult and stressful working conditions as well.
        
Should have the physical fitness which is
necessary in certain engineering jobs.
        
An internationally recognized professional
qualification or membership with an internationally recognized professional
body is desired
        
Good knowledge of the policies, laws,
regulations and guidelines regarding petroleum refining and processing.
        
Innovative and with a proven high level of
integrity.
        
Ability to work independently and in a team.
        
Proven track record of outstanding performance.
        
Excellent interpersonal and communication
skills.
        
Possess excellent analytical and problem solving
skills.
        
Good administrative and negotiation skills.
        
Proficiency in the relevant computer packages.
