is a non-governmental humanitarian national organization established in 1988,
and duly registered with the NGO Board and NGO Forum. IAU is actively involved
in programs geared towards the protection and improvement of lives of
disadvantaged people living in urban and rural areas in Uganda and in the Great
Lakes Region. InterAid Uganda is focused on its thematic areas of Rights
Protection, Education, Livelihood & Food Security, Health (HIV&AIDS;
Malaria; Maternal and Reproductive Health), Water, Sanitation & Hygiene
(WASH), Environment and Disaster Management and good Management and Governance
systems.
Job Summary: The ICT
Officer will provide an efficient and secure network that supports end users to
perform their duties while ensuring a controlled and secure computer systems
environment and developing employee skills
Key Duties and Responsibilities:
Strategic Direction
        
Planning
and directing ICT projects of significant importance to the organisation;
        
Develop
information systems security policies, procedures, and change management for
network operations.
        
Providing
leadership on introducing information technological changes;
        
Participating
in planning and preparation of the budget, work program and spending plan;
        
Keeping
abreast of developments in the field and determine the need for testing and
evaluating new products and technologies;
Process Management:
        
Providing
expert advice on systems analysis and integration and security;
        
Identifying
the need for new systems or modifications to existing systems;
        
Developing
plans for feasibility assessment, requirements and systems integration
specification, design, development and implementation, including project plans,
schedules, time and cost estimates, metrics and performance measures;
        
Developing
functional requirements document for new 
information systems;
        
Developing
cost proposals for contractual services, do the technical evaluation of
proposals received and manage on site and off site contracted services;
        
Overseeing
design of database structures, ensuring that all design aspects are addressed
and implement integration mechanisms;
        
Managing
all data  and information  flows 
within  the company  to ensure 
that comprehensive and accurate management information is available as
required
        
Managing
the computer /server Room.
        
Managing
the office web mail is functional
        
Liaising
with ICT Service Providers for periodic servicing of ICT equipment.
Support to Staff & Other
Managers
        
Responding
to requests from users for new systems or modifications to existing systems;
        
Ensure
that IT systems are efficient across the organisation;
        
Ensure that
Information System users are well trained in the use of all the organisations
information systems;
        
Compiling
health information data, analyses it and produce monthly reports.
        
Entering
and analysing GBV data in the GBVIMS and generate reports.
        
Maintaining
and updating the InterAid website
        
Preparing
video / audio conferencing equipment for meetings with partners.
        
Coverage
of organisations events and keep record of them using video and photographs.
        
Collecting,
summarizing, and analysing data on Health Unit patients both from the referrals
and urban, Bio data and other forms from counsellors.
        
Assisting
the Senior Programme Officer in compiling data, preparing reports and charts
/graphs.
Departmental Administration
        
Develop
and implement section plans and budgets as per organisation plan and budgeting
guidelines
        
Ensure
that information systems assets register is correct and auditable.
Risk Management
        
Develop
and implement information security policies, procedures, standards and change
management for network operations;
        
Develop,
implement and maintain information disaster recovery and continuity plans;
        
Identify
risks in the section and develop treatment actions
        
Carry
out investigation on all incidents relating to loss of information, malfunction
and failures of all systems and equipment;
Compliance
        
Ensure
compliance with information systems policies, standards and procedures.
        
Ensure
compliance with uptime and performance standards;
        
Lead the
information security program and ensure compliance with information systems
security policies, procedures and standards.



Qualifications, Skills and Experience:
        
The
ideal candidate for the InterAid Uganda Limited (IAU) ICT Officer job
opportunity should preferably hold a
Bachelor’s degree in IT, information
systems, computer engineering or any related discipline.
        
Professional certifications i.e. CCNA, CISA,
MCSE/MCTS is required
        
A minimum of five years relevant work experience in a similar role.
        
Operational knowledge of Information Systems
Analysis and Design.
        
Good knowledge of computer application development
tools like MS Access, Visual Basic, C/C++ , Transact SQL and Oracle PL/SQL
        
Operational knowledge of Microsoft SQL Server and Oracle Database Management Systems
        
Good knowledge in developing and Administering web
sites/Web servers
        
Good knowledge of Microsoft Office
2002/2003/2007/2008/2013/2016 products Suit (Word, Excel, Power Point, Outlook,
Publ
isher), document management
systems and Internet/Intranet
        
Excellent written and oral communication skills.
        
Excellent interpersonal skills
        
Good data analytical skills
        
Excellent data management and analysis
        
Good stakeholder management skills
