About US:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end
pediatric HIV/AIDS through research, advocacy, and prevention and treatment
programs. We are a global leader in the fight against pediatric HIV and AIDS,
working in 15 countries and at 7,000 sites around the world to prevent the
transmission of HIV to children, and to help those already infected. Today,
because of the highly successful work of the Foundation and its partners over
the last 25 years, pediatric AIDS has been virtually eliminated in the United States
and new infections in children have declined by 58% worldwide. EGPAF Uganda
Country program is currently implementing a number of projects in partnership
with various donors.
About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the
USAID Regional Health Integration to Enhance Health Services in the South West
Uganda Project (RHITES) whose aim is to increase the availability,
accessibility and quality of integrated health services including HIV and TB
prevention, care and treatment; maternal, neonatal and child health services;
family planning; nutrition assessment, counseling support; malaria prevention
and treatment and other primary care services.
Job Summary: The Human
Resources for Health Officer will work closely with a team of technical
advisors and multi-disciplinary teams to plan and manage capacity building
activities. S/he will be expected to provide technical assistance to the
district human resource teams in the areas of evidence-based strategic human
resources planning, including health workforce projection and action planning,
HR recruitment, retention, performance management, staff development, and
succession planning. S/he will specifically provide technical support in
developing capacities for data analysis and use in determining human resource
needs, planning interventions and monitoring outcomes and results of the
project interventions in the districts.
Key Duties and
Responsibilities:  
  • Coordinate capacity building activities
  • Develop district level and project
    capacity building plans
  • Identify unique HR planning and PM
    challenges and gaps in different districts and Regional Referral Hospitals
    and support them to design appropriate local solutions
  • Facilitate working continuously with
    regional and local partners to achieve ownership, political support, and
    skills transfer for overall project sustainability.
  • Offer technical leadership in sharing,
    adapting and developing new and improved HR strategies, tools and
    interventions for improved planning, performance management and document
    intervention outcomes
  • Support adherence and use of technical
    performance standards, engage district and facility teams to conduct
    performance evaluations at least annually; and ensure annual performance
    improvement plans are developed and supervision tools used.
  • Facilitate implementation of project
    interventions and approaches in the areas of recruitment, deployment, and
    retention
  • Work with stakeholders at the district
    level to create a culture of data use, through developing a strategy for
    building capacity to analyze data and draw conclusions that will improve
    decision-making and planning.
  • Ensure functionality of HRIS in all
    districts and follow-up corrective action when needed
  • Support the health sector managers to review
    and operationalize HR policies, guidelines, and procedures
  • Prepare and provide regular reports on
    monthly, quarterly and annual basis.
Key Result Areas:
  • Coordinated capacity building activities
    for the supported districts and the program team.
  • Capacity for HRH Planning, data analysis
    and use built among DHMT, Regional Referral Hospital management teams and
    HR managers in the districts
  • Comprehensive and costed HRH plans
    developed annually and HRH reports prepared quarterly and annually as an
    integral part of the district health plans and RRH plans.
  • Routine Performance monitoring and
    appraisal implemented
  • Rewards and sanctions system established
  • Coordinated and supported the
    implementation of results-oriented district support supervision
  • HRIS functional, database maintained
    up-to-date and data regularly analyzed and used for decision making in the
    districts and regional referral hospitals.



Qualifications, Skills and Experience:
  • The applicant for the USAID EGPAF RHITES
    Project Human Resources for Health Officer job opportunity should hold an
    advanced degree in public health, epidemiology, economics, biostatistics,
    or social sciences field related to human resources for health (e.g.,
    management, public policy).
  • At least five years’ experience
    implementing or managing HRH or related activities in Uganda, including
    involvement in several of the following areas: National HRH assessment,
    workforce policy and planning, HR development and management and
    deployment of HR information systems, leadership development, workforce
    projections and costing, HRH performance management and improvement,
    delivering or evaluating education for health professionals.
  • Familiarity and experience working with
    the Uganda health care system, the Ministry of Health, District
    Government, and other development organizations in Uganda is a plus.
  • Demonstrated interpersonal skills, work as
    effective member and provide technical guidance to complex multi-site
    activities.
  • Experience and functional familiarity with
    HRIS or similar systems, or ability to develop those skills quickly
  • Proven ability to carry out analysis of
    HRH issues; and sound costing of interventions to motivate resource
    allocation for HRH.
  • Experience working on USAID-funded
    projects highly desirable
  • Clear commitment and record of achievement
    to building the capacity of local partners.
  • Strong verbal and written English
    communication skills.
  • Computer literacy in MS Office
    applications including Word, Excel, Power Point; Outlook
