The Safe and Inclusive Cities Programme seeks to contribute to the
development of a diverse and strong civil society in Uganda, Kenya, Ethiopia
and Zimbabwe which influences urban governance and development processes and
contributes to making cities safe and inclusive for young women and men (age
15-25). The programme is funded by DANIDA starting in 2018 and will be
implemented in partnership with local civil society organisations focusing on
1) reducing urban violence and conflict affecting young women and men, 2)
increasing young women and men’s access to decent work, and 3) increasing young
women and men’s influence in urban governance and planning on safety and
economic opportunities.

Job Summary: The Grants and
Compliance Officer is responsible for proper management of sub-grants and
Contracts Compliance under Safe and inclusive Urban Uganda project as per the
donor requirements. S/he will support the Safe and Inclusive Urban Uganda
project in the key areas of grants management for the project implementing
partners. S/he is responsible for the timely implementation of the systems
focused on implementing partner grants and compliance management. The position manages compliance and capacity
building for compliance in the project, overall project financial tracking, and
modifications [where applicable], coordination with in Plan International
Uganda finance / grants department and reporting within and to the donor.

Key Duties and
Responsibilities:
Responsibilities:
- Effecting
sub-grants / contracts - Manage sub contract relationships
- Internal systems compliance, manage and
track budgets and financial deliverables, - Capacity building of partners on
compliance - Compliance support to partners
- Provide guidance and technical assistance
to implementing partners in the area of grant management and compliance in
line with the organisation’s policy, procedures and donor guidelines. - Designs and implements internal systems to
support the proper management of sub-grants and implementing partner
deliverables. - Develops and implements systems that
support implementing partners to track budgets and deliverables,
strengthen staff and implementing partner capacity in budgeting. - Responsible for implementing partners
submit all financial documents needed to donors in a timely manner. - Troubleshoots and develops solutions to
sub-grantee concerns and issues as they arise to keep project on track. - Communicates regularly with Project
Manager and Finance and Admin Manager to keep them up-to-date on project
successes and challenges at the grants and compliance level. - Provides technical guidance to
sub-grantees to build capacity in grants management, financial management
and compliance needs. - Provides follow-up monitoring to the
sub-grants administration systems. - Trains finance personnel in partner
organisations on donor compliance rules, broadening skills to ensure that
personnel of the partners’ finance unit are aware of compliance guidelines
for good accountability and transparency. - Provides recommendations for improvements
in terms of compliance, effectiveness, and efficiency in the
administration/finance systems and their link to programme implementation. - Ensures that Plan International’s global
policies for Child Protection (CPP) and Gender Equality and Inclusion
(GEI) are fully embedded in accordance with the principles and
requirements of the policy including relevant Implementation Standards and
Guidelines as applicable to their area of responsibility. This includes,
but is not limited to, ensuring staff and associates are aware of and
understand their responsibilities under these policies and Plan
International’s Code of Conduct (CoC), their relevance to their area of
work, and that concerns are reported and managed in accordance with the
appropriate procedures.
Qualifications, Skills and Experience:
- The applicant for the Plan International Grants
& Compliance Officer – Safe and Inclusive Urban Uganda job opportunity
must hold a Bachelor’s degree required, with a major in finance,
accounting, business administration or related area - At least five years’ experience in a
financial management role with hands-on accounting and managerial
experience, preferably with at least two years in a non-profit and/or
international organization - Comprehensive knowledge of the rules,
regulations and policies associated with financial regulations and grants
management. - Knowledge of major donor rules and
regulations. - Ability to manage, support and train staff
in a cross-cultural setting. - Skills
- Developing and designing policies and
procedures. - Strong people skills and presentation
skills. - Experience handling sensitive and
confidential information. - Excellent communication and negotiation
ability. - Good office management skill
- Strong organizational skills
- Highly developed research skills and
problem-solving ability. - Proficiency with business software
applications (i.e. Word, Excel, PowerPoint, Outlook, etc.).
