Uganda
Director
is a non-governmental humanitarian national organization established in 1988,
and duly registered with the NGO Board and NGO Forum. IAU is actively involved
in programs geared towards the protection and improvement of lives of
disadvantaged people living in urban and rural areas in Uganda and in the Great
Lakes Region. InterAid Uganda is focused on its thematic areas of Rights
Protection, Education, Livelihood & Food Security, Health (HIV&AIDS;
Malaria; Maternal and Reproductive Health), Water, Sanitation & Hygiene
(WASH), Environment and Disaster Management and good Management and Governance
systems.
Manager will mainly develop, review and monitor the implementation of financial
systems and procedures that conforms to professional standards and
organizational guidelines.
Develop
systems and tools to ensure compliance with organisation directives, policies,
guidelines, processes, regulations and legislative and statutory requirements.
Provide
financial support services to the project through performance of professional
accounting.
Manage
and maintain good donor relationship.
Customer
satisfaction internally and externally through ensuring effective and efficient
finance processes.
Respect
all memorandum of Understanding and agreements with funders/donors
requirements.
Ensure a
robust system is in place to identify and comply with all reporting
requirements
Ensure
that monthly accounts for the project are provided.
Ensure
that all donor and other financial reports are prepared on a timely basis and
in accordance to the stipulated financial formats
Oversee
the preparation of annual and supplementary budgets.
Ensure
that all proposal budgets, costed work plans and budget amendments are accurate
and complete prior to submitting to the donor
Work
closely with program staff and accountants to review monthly financial reports
prepared for comparison against Costed Work Plans
Review
finance policies and procedures regularly to ensure they remain appropriate and
in line with the organization’s requirements, and the laws and regulations of
the Government of Uganda
Maintain
an up to date and clear finance manual and ensure that all relevant staff have
a copy
Provide
support to the Executive Director on routine administrative and operational
tasks.
Managers
Guide
the Executive Director on financial matters.
Ensure
appropriate finance input and support is provided to programme staff (for
projects) during the preparation of
their budgets and costed work plans
Undertake
the supervision of all Administrative and Support Staff in the section
Mentor
and coach staff in the Accounts department as per job requirements.
Conduct
training needs analysis for staff in the Accounts department and recommend relevant training
Contribute
actively to Senior Management Team (SMT) meetings and take ownership of all SMT
decisions, rolling them out in the Accounts department as required
Liaise
with senior management to discuss potential areas of concern relating to
finance processes and procedures
Represent
the department in management meetings and any other appropriate committees.
Provide
direction and guidance to all Accounts staff by clearly identifying key roles
and responsibilities, setting individual target and objectives and providing
constructive performance feedback on a timely basis
Ensure
that appropriate accounting procedures are in place, are understood and are
complied with by all Accounts staff
Support
in developing, monitoring and implementation of the budget in line with IAU
expectation (cost effectiveness)
Confirm
readiness for audit through evaluation of controls and confirmation of
availability of adequate supporting documents
Work
closely with external Auditors to ensure that all information is provided to
them on a timely basis and to resolve any potential issues so as to minimize
any negative findings
Implement
appropriate steps to address and correct the conditions that give rise to any
negative findings
Continuously
assess risks inherent to the Accounts section
Develop
mitigation measures to curb the risk inherent in the accounting process.
Review
the effectiveness of the mitigation measures on a continuous basis
Implement
appropriate financial and internal review procedures to monitor compliance with
all relevant donor regulations and take appropriate action where necessary to
ensure that non-compliance is rectified swiftly
Oversee
the timely compilation of statutory returns in line with the applicable laws
Carry
out all necessary actions to ensure that the IAU meets its financial,
contractual and legal obligations.
The
ideal candidate for the InterAid Uganda Limited (IAU) Finance Manager job
opportunity should preferably hold a Bachelor’s degree in Commerce, Accounting,
Finance or a related field with a bias in accounting from a recognized
institution
Recognized professional accounting qualification
(ACCA & OR CPA)
Master’s Degree in Business Administration or Finance and Accounting may be added advantage
At least seven years pf work experience in Finance,
at least 4 of which at a Manager level in a related area, preferably in an NGO
environment and with knowledge and experience in NGO operations
Well-developed skills in setting priorities,
coordinating tasks and a pro-active approach to work
Excellent organizational and management skills. Very
well organized and structured work style
Professional demeanour and ability to communicate
with a wide range of colleagues
Strong people management and communication skills
