Job Title:        Cash Transfer Project Manager

Salary: UGX 5, 696, 889 monthly gross

Job Summary: The Cash
Transfer Project Manager will be responsible for the smooth running of the
unconditional cash assistance activities and assuming full operational
monitoring of the cash component of HI’s work in Uganda.
Key Duties and
Responsibilities:   
Inception: Launching the cash transfer program  in West Nile, Uganda: recruitment and
training of the teams, defining targeting criteria, identifying transfer
modality, operational framework and tools, monitoring framework
Implementation
  • Ensure that the project is implemented
    according to agreed work plans in order to achieve project deliverables.
  • Ensure the respect of the administrative
    and logistics procedures within the project under your management
Monitoring
  • Plan, monitor and identify potential
    obstacles to programmatic success in a timely fashion, and implement
    corrective actions as needed;
  • Provide regular reporting (statistics,
    sitrep, etc.) as per requested by the Field Coordinator and the TA;
  • Ensure validation by the TA of technical
    related tools (individual beneficiary pack, training tools, sensitization
    tools, etc) elaborated by your team before use / diffusion;
  • Ensure a qualitative monitoring of the
    project (Market price monitoring, post-distribution monthly monitoring)
Project Management
  • Prepare and update all the documents
    related to your project: guideline, detailed work plan, data collection
    and monitoring tools, operational follow-up and work plan in coordination
    with the technical advisor.
  • Ensure the good operational implementation
    of the project (quality, reliability and consistency) on the ground,
    according to the standards of the organization, and the achievement of the
    activities you are in charge of
  • Collect weekly data from the staff,
    ensuring their accuracy, providing the team with feed-back
  • Ensure the follow-up of the quantitative
    and qualitative indicators, respecting the logical framework and the
    project cycle
  • Suggest adaptations of activities in order
    to provide an accurate response to the needs in the frame of the proposal
    when necessary.
  • Ensure the respect of guidelines, of
    logistic and administrative procedures by your team
  • Ensure on a weekly basis coordination with
    log and admin departments to follow the progress of supply and expenses
  • Ensure on a weekly basis coordination with
    the Field Coordinator in order to ensure a proper follow-up on your
    activities
  • Inform your line manager of any relevant
    information which could impact positively or negatively the project in
    terms of achievements, duration, costs, quality.
Representation
  • Work in close coordination with the Field
    coordinator, you represent Handicap International in the project area with
    any relevant stakeholders, local, national and international partners,
    local and provincial authorities in order to facilitate the implementation
    of project’s activities;
  • You participate to the Cash Working Group
    at local level
Data Management: Ensure that data related to the project under
your management are collected and compiled in the project database
Human Resources Management:
  • Ensure that operating standards and
    process are adopted to prevent any corruption and frauds;
  • Define and implement the required
    training;
  • Ensure conflict resolution (personal and
    professional) within your team;
Reporting: Provide regular reporting on your activities to the
Field Coordinator upon his/her solicitation (coordination meeting, workshop
meeting, etc.);



Qualifications, Skills and Experience:
  • The ideal candidate for the Handicap
    International Cash Transfer Project Manager job opportunity must hold a
    Bachelor’s Degree in Economics, Social Sciences or Project Management
  • Three years’ experience in humanitarian
    NGOs
  • One year experience in cash transfer
    programming
  • Previous experience in cash transfer
    programme approach at methodological and operational levels
  • Experience in project management
  • Experience in project monitoring and
    evaluation
  • Ability to work under high pressure with a
    great level of personal organisation
  • Ability to develop methodological tool and
    training
  • Strong project and team management skills
    mandatory
  • Strong communication and reporting skills
  • Required languages & IT skills:
  • English mandatory (oral and written)
  • Knowledge of Kakwa/Juba Arabic is an  asset
  • Strong interpersonal and intercultural
    skills
