thirty years it has been implementing Food Security and Livelihoods, Nutrition,
Water, Sanitation, and Hygiene programs in the Lango, Acholi, West Nile and
Karamoja regions of Northern Uganda.
Job Summary: The District
Value Chain Technical Assistant will be responsible to ensure smooth operation
of agricultural component of the ENABLER Project. He/she will be responsible to
develop the capacity of the District Production Office and the extension staff
in providing advice and support in planning, designing, implementing, training
/guiding, monitoring and evaluation of agricultural interventions, specifically
value chain development for selected enterprises. He/she will play an active
role in coordination, technical assistance and advocacy with the local
government, local communities, partners and other stakeholders. Furthermore,
he/she will carry-out agriculture value chain analysis and value chain
competitiveness enhancement for cassava, vegetables, chia, soap and mushrooms
according to Action Against Hunger result based management framework, form and
strengthen rural based agriculture enterprises. He will ensure smooth communication
between the district and the project team on all the components of the project
including the nutrition component.
Key Duties and Responsibilities:
Technical Support:
  • Provide technical assistance/support in
    agricultural value chain analysis and enhancement of cassava, chia,
    vegetables, soap and mushroom value chain competitiveness.
  • Develop collaborative framework for joint
    value chain development with project partners includingMulti-stakeholder
    processes management.
  • In collaboration with the District
    Production and Marketing Office, facilitate the development of District
    Plans for Value chain development and Facilitate the Development of Public
    Private Partnership in implementation of agricultural activities.
  • Support the District technical team to
    ensure active participation in the formation and support of farmers’ and
    farmer group in group management, financial literacy, basic market skills,
    value chain innovation and agro-ecology, through farmer to farmer learning
    and among Agricultural value chain actors for bulk agricultural production
    and marketing.
  • In partnership with district production
    department, facilitate access to agro inputs by smallholder farmers and
    identify the inputs necessary to implement the program, with the support
    of the Field Supervisors and community facilitators, district agricultural
    extension staff among others.
Capacity Building:
  • Provide high quality advice, support and
    assistance to the District Production Officer on key value chain actors,
    management, agro dealers, extension staff to inform strategy and planning.
  • Form robust strategic alliances and
    develop effective working arrangements between Action Against Hunger and
    The District Production Office, other partners and value chain actors in
    the related crop sectors.
  • Organize training of the district health
    team on care group approach and linkages between community approach and
    district health system.
  • Support the District in activity planning
    to ensure participation of the District staff to the key activities of the
    project.
Assessment and Reporting:
  • Effectively document all information
    related to project activities and successes and share with the District.
  • Provide to the district reports, and
    communication material to ease District communication on the project
    activities and findings.
  • Participate in all project review
    assessments, surveys and studies and ensure these are conducted as per
    protocol.
  • Document and compile relevant information
    and contribute to the elaboration of the reports on project activities
    including Monthly & Quarterly donor reports, Action Against Hunger
    internal reports (Project Activity Reports (APRs), SITREP) and activity
    reports (meetings, and any other activity) and share with the District Production
    Office.
  • Support the establishment of a database
    for all project activities to regularly monitor and evaluate their
    activities at district level.
  • Ensure quarterly reviews and joint
    monitoring is conducted by the district on various project activities to
    ensure ownership and sustainability.
  • Provide to the District relevant
    information to feed the District information system on food security and
    livelihood.
Coordination & Representation:
  • Act as a link and strong advocate for
    Action Against Hunger with various district structures both at technical
    and political level.
  • Through other Action against hunger field
    staff, mobilize communities and community leaders to participate in Action
    Against Hunger project in community activities and organize regular
    community meetings to address areas for program improvement.
  • Work closely with relevant government
    bodies and departments especially NARO, UIRI, UIA, MAAIF to share relevant
    information.
  • Participate in internal and external
    meetings
  • Actively participate in events organized
    in the refugee and host community setting.
  • Coordinate with other sections of Action
    Against Hunger and all other stakeholders in the response.
  • Attend donor meetings and field visits as
    required.



Qualifications, Skills and
Experience:  
  • The applicant must hold a Bachelor’s degree
    (honors) in Agribusiness Management/Agricultural
    Economics/Commerce/Business Administration/ Micro finance management from
    a recognized university or any other relevant field. Masters desirable.
  • At least three years of work experience in
    agribusiness development or agribusiness marketing
  • Knowledge and practical experience in
    value chain development.
  • Knowledge and practical experience in
    public private partnerships.
  • Previous work experience with farmer
    organizations.
  • Capacity building of organizations and
    individuals
  • Participatory training methodologies
  • Network of private sector contacts
  • Previous work with a busy multi-sectoral
    setting/programming is an asset.
  • Previous work in a refugee setting is
    desirable.
  • Excellent communication skills (written
    and oral) in English
  • Ability to exercise sound judgment and
    make decisions independently
  • Extremely flexible with the ability to
    cope with stressful situations
  • Excellent reporting skills with good oral
    and written communication skills
  • Knowledge of the local language is an
    added advantage
  • Culturally sensitive
  • Fluency in written and spoken English
