Commissioner for Human Rights is the principal human rights official of the
United Nations. The High Commissioner heads OHCHR and spearheads the United
Nations’ human rights efforts. We offer leadership, work objectively, educate
and take action to empower individuals and assist States in upholding human
rights.
Key Duties and Responsibilities: Under the direct supervision of the Deputy Head of Office, Office of the
High Commissioner for Human Rights in Uganda, the incumbent will perform the
following main functions:
Budget and Finance:
  • Preparation
    of budget and/or cost estimates against the Office and Programmes/projects
    work plans, in accordance with OHCHR procedures;
  • Preparation
    of requests for allotments and/or allotment revisions and follows up  on the necessary authorizations with
    OHCHR Geneva;
  • Monitor
    budgetary allocations through regular reviews; preparation of periodic
    reports of expenditures;
  • Support
    the implementation of accounting and financial management controls and
    ensure their  consistency with the
    UN rules and regulations;
  • Prepare
    ad-hoc reports for donor reporting, in accordance with OHCHR practices.
  • Certify
    payment memos and petty cash tracking with UNDP.
  • Ensure
    recoveries of all expenditure.
  • Ensure
    timely disbursement of advances for expenditure and working advances.
  • Support
    OHCHR grantees and track all grants to ensure reports are obtained timely.
Human Resources Management:
  • Undertake
    actions related to the administration of human resources activities, e.g.,
    recruitment, placement, promotion, performance appraisal, job
    classification reviews, separation of staff members, training etc.,
    ensuring consistency in the application of UN rules and procedures;
  • Assist
    in the screening of applicants and preparation of shortlists of candidates
    ensuring that applications are consistent with recruitment criteria and
    post requirements;
  • Provide
    information regarding conditions of service, duties, privileges and
    entitlements under the staff rules to local and international staff
    members;
  • Act
    as the focal point for queries related to Human Resources.
  • Update
    the staffing table and follow-up on contract renewals.
  • External
    relations for UNDP.
  • Oversee
    the leave monitoring, filing and archiving function.
  • Ensure
    timely renewal and issuance of UNLPs, ID badges, visas and entry permits.
General Administration:
  • Provides
    guidance and training to other colleagues on administrative matters as
    required.
  • Assist
    and monitor administrative support service, including supplies and
    services, procurement, travel, local utilities and service requirements;
  • Produce
    reports for management, as required;
  • Prepares
    administrative guidelines and procedures,
  • Assist
    with the vehicle management function (overtime and CTO, workshop job cards
    and service/maintenance schedules) .
  • Performs
    other related tasks, as required.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Office of the United Nations High Commissioner for
    Human Rights (OHCHR) National Administrative Officer job opportunity should
    hold a University degree in business administration, finance, accounting
    or other related areas. A post-graduate degree will be an added advantage.
  • A
    minimum of five years of combined progressively responsible experience in
    related areas, i.e. financial administration, human resources, general
    administration, International experience is a distinct advantage.
  • Language: Fluency in oral and written English.
Personal Competencies:
  • Professionalism: Demonstrated knowledge and
    understanding of relevant administrative, financial and accounting
    policies and procedures.
  • Technology
    awareness:
    Solid computer
    skill, including proficiency in word processing, spreadsheets, IMIS, and
    relevant software packages.
  • Communication: Proven ability to write in a clear and
    concise manner in English and to communicate effectively orally in the
    same language. Ability to draft correspondence and reports.
  • Teamwork: Demonstrated interpersonal skills and
    the ability to work in a multicultural, multi-ethnic environment with
    sensitivity and respect for diversity.
