About URC:
Uganda Railways Corporation
(URC) is a body corporate established under an Act of Parliament to construct,
operate and maintain railway, marine and road services both inside and outside
Uganda for the carriage of passengers and goods. As a result of privatisation
of operations, the mandate of URC changed from that of an operator to that of
asset holder, concession monitor and advisor on railway technical matters.
Job Summary: The
Property Management Officer will support the Principal Property Management
Officer (PPMO) in the planning, organizing, directing, and coordinating the
Corporation’s Property Section by managing and implementing the Corporation’s
Property Strategy.
Key Duties and Responsibilities:
  • Assisting
    the PPMO to manage the Corporation’s property to attain the set
    objectives.
  • Directly
    responsible for interfacing with tenants, responding to tenant and
    building user queries, relaying feedback between landlord and tenant
  • Participate
    in the procurement processes from preparation of statements of
    requirement/ToR, evaluation, contract award to contact management and
    supervision in accordance with the PPDA Act.
  • To
    ensure the Corporation’s statutory responsibilities relating to property,
    are properly managed
    .
  • Prepare
    inputs for the Department’s annual work plans, annual procurement plans
    and annual budgets
  • Assist
    the PPMO to keep track of issues and contracts relating to property and
    historic liabilities, including valuations, covenants, external
    consultants, litigation etc.
  • Manage
    the staff under his supervision for effective management of the
    Corporation’s property
    .
  • Any
    other work assigned to you by your supervisors.



Qualifications, Skills and Experience: 
  • The
    ideal candidate should possess a Degree in Land Economics, Land
    Management, Urban/Physical Planning, Estate Management, or a related field
    is mandatory.
  • Post
    Graduate or Professional Qualification in Real Estate, Project or
    Facilities Management will be an added advantage
  • Five
    years’ experience in property management, preferably in a government
    department or authority OR at least three years’ property management
    experience in a private sector organization, preferably working on
    government or donor sponsored projects with high profile clients.
  • Basic
    computer skills and proficiency in MS Office
  • Good
    written and verbal communication skills
  • Supervisory
    skills
  • Good
    report writing skills
  • Ability
    to work independently and maintain calmness when under pressure
  • Willing
    to move at short notice and flexible in performing duties
  • Team
    player, highly motivated and capable of working under minimum supervision
  • Possesses
