in 1972. The Bank has recently re-positioned itself as a partner to the
Government of Uganda in delivering the theme of its National Development Plan.
Job Summary: The Project
Supervisor, through regular interaction with the Bank’s clients, ensures the
efficient implementation of customers’ projects financed by the Bank. The
project Supervisor is responsible for ensuring that all customer projects
financed by UDB are implemented within the agreed cost, time schedules and
scope; that they meet the technical expectations, any deviations are
proactively identified and remedied; and that all project implementation
covenants, conditions precedent and milestones are adhered to.
Key Duties and Responsibilities:
  • The
    Project Supervisor shall be responsible for e
    stablishing,
    during the implementation stage, whether the project/actual developments
    are proceeding in accordance with the project plans, and take proactive
    steps, in liaison with the customer, to remedy any deviations to the plan
  • Tasked with reviewing the operational results and financial
    performance of each project at the post-implementation stage as compared
    with: the prognosis of the operational performance which was the basis of
    the investment and the actual operational performance of the industry in
    which the project operates
  • Identifying potential problems which may lead
    to deviations from the project plans and assist the sponsors to solve
    these problems so that the objectives of the projects are achieved.
  • Continuously improving the UDBL’s operating
    proc
    edures such as investment
    policies and guidelines based on the experiences gained from supervision
    of these projects.
  • Credit Risk Supervision, including the
    monitoring of Borrower performance and the Credit Risk grading of each
    loan in the portfolio (at
    least
    annually, but in accordance with the Credit Risk Management Policy) and
    the loan portfolio and where appropriate recommending corrective actions
    to ensure adherence to Credit Policy or to identify credit deterioration
    as soon as practicable.
  • Following up to ensure timely legal documentation and fulfilment of
    pre-disbursement conditions
  • Ensuring that UDB disbursement is according to
    recommended procurement procedures and standards.
  • Conducting periodic project visits, to obtain
    up-to-date informat
    ion on
    operations, management and implementation of projects, ensure ongoing
    compliance to various standards such as environmental, legislation, legal
    contracts, taxes, etc;
  • Receiving and reviewing reports to monitor
    performance of client.
  • Preparation of progress reports, assessing performance of projects and timely
    recommendation of appropriate action to deal with problematic projects.
  • Where applicable, liaise with the Remediation
    unit to ensure projects in distress are appropriately rehabilitated



Qualifications, Skills
and Experience: 
  • The ideal candidate must hold a numerate degree
    with accounting, finance or engineering
  • Possession of professional qualification like CFA, ACCA and CPA OR
    certification in Project Planning & Management will be an added
    advantage.
  • Five years of related experience in credit
    analysis and loan documentation and processing in a banking institution
  • Previous project supervision experience highly desirable
  • Excellent
    o
    ral and written communication skills
  • Good analytical skills
  • Ability to maintain the confidentiality of credit
    and Customer information
  • Exceptional planning and organizational skills,
    and/o
    r Project Management
    skills
  • Good interpersonal skills and team orientation
