Job Summary: The Project
Manager will be responsible for the overall leadership and management of the
Building Resilience Education Opportunities in Fragile Crisis Affected
Environments project.The jobholder shall support Oxfam’s impact locally,
regionally, continentally and globally through ensuring the project’s alignment
to the key strategic objectives and overall Oxfam program standards; the role
supports resource mobilization, specifically for the programme focus areas and
ensuring that the promotion of gender and women’s rights is at the heart of
Oxfam in Uganda’s program work.
Key Duties and Responsibilities:
  • Under the leadership of the Head of
    Program, manages the day-to-day implementation of this project. The work
    that will be undertaken will involve coordinating technical assessment,
    planning and implementation of project interventions in line with the
    Education in Emergency project in line with Oxfam’s country, regional and
    global strategies
  • Oversee the monitoring, reporting and
    learning initiatives including research generation and collection of data
    in close partnership with the consortium partners
  • Ensure visibility and communication of day
    to day activities in line with the Communication and Visibility Manual
  • Ensure timely development of modules and
    approaches as well as participate in development of models that will be
    used during project implementation
  • In collaboration with other implementing
    partners in Uganda, lead in ICT in data collection/research, linking and
    learning and ensure quality documentation on learnings
  • Take lead in coordination of advocacy
    efforts of project partners for National Regional and Global level policy
    influencing
  • Actively participate in drawing budgets
    and carry out budget monitoring and expenditure forecasting
  • As the head of the Project Management
    Unit, represent Oxfam in national, regional and cross border engagements
    on this Project
  • Ensure that all activities in the project
    take gender issues fully into account



Qualifications, Skills and
Experience: 
  • The ideal applicant for the Project
    Manager should have extensive knowledge and experience in management of
    multi-country education programmes and initiatives ideally built on mature
    understanding of relevant issues derived from field experience
  • Good understanding of Education policy
    issues in the region continentally and globally
  • Strong programme management and quality
    knowledge with ability to ensure consistent quality against standards and
    implement effective monitoring and evaluation systems to assess and adjust
    performance
  • Commitment to and good knowledge of
    working with networks coalitions and a partnership approach across the
    spectrum of Oxfam’s work including innovative approaches and capacity
    strengthening
  • Good knowledge of and experience with
    donor funding environment and Financial Management Skills with Experience
    of Project Budgeting and controlling financial risks
  • Proven people and finance management
    experience at a strategic level in a complex dispersed organisation with
    evidence of leading, facilitating and integrating a specific area of
    expertise across a wide network providing clarity and focus of vision and
    impact strategic planning and decision making and the delivery of agreed
    results
  • Strong organisational and personal
    management skills, with ability to prioritise work issues to meet
    deadlines with minimal supervision and adjust to constantly changing
    situations while maintaining focus on delivery and follow through
  • Excellent personal communication skills,
    high level of self-awareness initiative sound judgement personal energy
    and flexibility
  • Excellent inter personal communication
    skills, in written and verbal English, with high impact influencing and
    persuasive skills
  • Ability to cultivate knowledge based
    relations with different stakeholders going beyond grant based relations
    (strategic partnerships)
  • Strong analytical and conceptual thinking
    skills; able to understand complex issues and translate them into simple,
    workable actions and plans
  • Knowledge of capacity building, learning
    and development activities and how to create a learning and sharing
    environment with a strong knowledge management basis
  • Commitment to and knowledge of creating a
    partner-led operational environment, with an ability to create an internal
    Oxfam approach that is focussed on developing and supporting partner
    organisations to achieve direct impact and results relating to Oxfam’s
    objectives
  • Knowledge of budgeting, and experience in
    working with donors on multi country projects
  • Proven track record on strong people
    management skills
  • Ability to engage and influence both
    government and education actors direction to and following it as
    appropriation and ongoing
  • Substantial, demonstrable experience of
    emergency and development work, and an understanding of relevant issues
  • Willingness to be a part of and closely
    work with a wider Oxfam team
  • Proven analytical and conceptual thinking
    high level research project management knowledge and skills and experience
    in using participatory tool methodologies an for assessment programme
    identification implementation monitoring and evaluation
  • Strategic and people management skills
    supporting mentoring the team in their professional and personal growth
  • Ability to build professional technical
    and implementational unison and alliance arrangement around the project
    and inspire followership
