About NUYOK Program:
Caritas Kotido Diocese is part
of a consortium led by Catholic Relief Services (CRS) to run a five-year Food
for Peace (FFP) USAID funded program called NUYOK to build resilience to shocks,
enhance livelihoods and improve food security and nutrition for vulnerable
rural families in three districts of Karamoja viz: Abim, Nakapiripirit and
Napak – which are home to 406,880 people living in an estimated 58,126
households. Caritas Kotido Diocese through support from CRS will implement the
activities of NUYOK Programme in Abim District.
Job Summary: The Program
Manager – Resilience will manage gender sensitive community-managed disaster
response readiness, natural resource management, community-managed mobilization
and early warning systems programming activities under the Nuyok project to
advance CRS/Caritas Kotido Diocese’ work in serving the poor and vulnerable.
S/he will manage environmental compliance for Nuyok Programme. Your management
skills and knowledge will ensure that the project delivers high-quality
programming and continuously works towards improving the impact of its
programming. S/he will oversee the Social Cohesion/Conflict Officer, the
Integrated Water Resource Management (IWRM) Officer and the NRM/DRR Officer and
will support the disaster risk reduction, resilience and natural resource
management activities and needs of the project. They will also work closely
with the other program managers in the project.
Key Duties and Responsibilities:
  • Manage
    and oversee technical planning, budget management, monitoring and reporting
    activities throughout relevant project cycles – start-up, implementation
    and close-out – to ensure efficient and effective implementation in line
    with program quality principles and standards, donor requirements, and
    good practices.
  • Ensure
    project team use the appropriate systems and tools and integrate aspects
    of gender, peace-building and integral human development throughout the
    project cycle.
  • Provide
    technical leadership to the Nuyok programme team in the development and implementation
    of strategies, standards, project plans, tools and best practices in CM-DRR,
    including environmental mitigation that are aligned to GoU and donor requirements
    and effectively engage donors, and governments.
  • Effectively
    manage talent and supervise. Manage team dynamics and staff wellbeing.
  • Provide
    coaching, strategically tailor individual development plans, contribute to
    the recruitment process of project staff, and complete performance
    management for direct reports.
  • Lead
    Nuyok technical working groups in community-managed DRR activities related
    to CMM, NRM and climate resilience building in the program, and champion
    learning with project staff.
  • Analyze
    and evaluate project performance data following MEAL policy. Proactively identify
    issues and concerns and use participatory processes to overcome implementation
    obstacles.
  • Maintain
    clear, regular and effective lines of communication with all agriculture
    and livelihoods implementing team to ensure effective project
    implementation and program impact.
  • Coordinate
    and monitor financial, material and human resources relevant to project needs.
    Through planning and oversight ensure project resources are available and used
    efficiently. Conduct periodic technical and budget reviews
  • Act
    as a contact person and represent the organization with relevant NGO
    working groups, local partners and relevant local government and community
    actors.
  • Participate
    in relevant forums and knowledge networks to collect and share promising
    practices in the area of CM-DRR activities related to NRM, CMM and EWS.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Degree in agriculture, natural resource management,
    forestry, climate adaptation & resilience and/or food security.
    Postgraduate diploma in PPM/ M&E and/or A Masters in the relevant
    field will be an added advantage.
  • At
    least five years of relevant work experience in program management positions
    related to agriculture, DRR, NRM, Food Security and environmental impact mitigation,
    preferably with an international NGO.
  • Knowledge
    of capacity strengthening best practices
  • Experience
    engaging with partner organizations.
  • MEAL
    skills and experience preferred.
  • Experience
    using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web
    Conferencing Applications, information management systems.
  • Strong
    critical thinking and creative problem-solving skills with ability to make
    sound judgment.
  • Strong
    relationship management skills and the ability to work effectively with culturally
    diverse groups.
  • Strong
    written and verbal communication skills with ability to write technical
    reports
  • Proactive,
    results-oriented, and service-oriented
  • Experience
    working on any USAID funded program will be an added advantage.
  • Possession
    of a valid riding permit is a must.
