Job Summary: The Monitoring,
Evaluation and Learning (MEAL) Assistant will be supporting planning,
monitoring, documentation and learning systems for DCA projects in West Nile,
including data entry and validation, extraction, reformat/ transform, analysis,
and loading of the data into the different DCA software systems.
Key Duties and Responsibilities: Under the direction and daily task management of the Data Management and
M&E Officer, the MEAL Assistant will:
  • Provide
    support in the implementation of the planning, monitoring, documentation,
    learning systems for DCA projects in West Nile.
  • Take
    lead in gathering data and supporting DCA staff, volunteers, community
    members, hired consultants and others.
  • Provide
    support in research activities, both quantitative and qualitative, for
    assigned DCA projects.
  • Support
    the DCA team to meet the requirements of the Annual Country Report, and
    other donor reports.
  • Assist
    staff to contribute to and meet the needs of the monitoring framework;
  • Assist
    DCA Team to maintain and follow an updated Accountability Framework and
    Complaints Handling Mechanism, consistent with DCA Great Lakes Regional
    Office complaints handling policy; and
  • Assist
    in receiving and processing complaints referred to DCA Offices.
  • Support
    continued learning to improve monitoring of DCA projects, ensure that
    lessons learnt are built into project design and delivery and to build the
    capacity of DCA project and partner NGO staff to strengthen their
    monitoring, evaluation, accountability and learning systems and
    approaches.



Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Monitoring, Evaluation and Learning (MEAL)
    Assistant job opportunity should preferably hold a Bachelor’s degree in
    Social Sciences field, Monitoring and Evaluation
  • Post
    Graduate Diploma in Project Planning and Management will be added
    advantage
  • Three
    years of field experience in Program Design and Development, Monitoring
    and Evaluation, and Capacity Building.
  • Demonstrated
    ability in the use of quantitative and qualitative data collection and
    analytical techniques.
  • Demonstrated
    ability to transfer knowledge through informal and formal training.
  • Demonstrated
    ability in the use of quantitative and qualitative methods including
    questionnaire design, survey techniques and participatory approaches.
  • Strong
    interpersonal skills and the ability to work in a team.
  • Good
    organizational and time management skills.
  • Excellent
    written and oral communication skills in English.
  • Computer
    proficiency in word processing, Power Point, database, spreadsheet, Excel
    and graphics presentations, including one or more of the following
    programs: Access Epi Info, SPSS, Magpi, and other internet applications.
  • Previous
    experience with developing DME tools
  • Preferred
    knowledge of Mobile Monitoring Technologies (MMT) and ICT4D tools.
  • Experience
    in monitoring cash based intervention programs.
  • Understands
    international standards in humanitarian protection and accountability
    (e.g. CHS, SPHERE, Red Cross/Crescent Code of Conduct, etc).
