Civil Aviation Authority (CAA)
is a corporate body responsible for the regulation of Civil Aviation in Uganda.
It manages Entebbe International Airport and 13 other aerodromes upcountry. CAA
carries out its work in conformity with International Civil Aviation
Organization (ICAO) Standards and Recommended Practices (SARPS).
Key Duties and Responsibilities:
Draws up and updates the
Corporate Staff Training Plan
  • Prepares
    the Corporate staff Training Plan:
  • Works
    closely with all Directorates and obtains training needs analysis
    proposals and compiles the training plan within the set time frames.
  • Ensures
    that training requirements are within budget
  • Ensures
    that all training requirements are in line with CAA business, are relevant
    to current staff duties and will enhance staff performance
  • Understands
    CAA strategic direction to be able to craft a staff development programme
    in support of the strategy
  • Understands
    the operations of CAA to tailor make appropriate development programmes
  • Understands
    ICAO regulations and requirements so as to come up with relevant
    development programmes
  • Convenes
    and facilitates Committee deliberations, advises on training regulations
    and ensures decisions are communicated to Directorates for action on time.
  • Initiates
    and participates in the development of selection of training participants
Prepares and monitors staff
training budget.
  • Prepares
    input into the staff training budget to ensure that all relevant
    programmes and departments are catered for
  • Compiles
    costs of all approved training programmes and compares to the training
    budget to keep track of the variances and avoid exceeding approved budget
Training Management Process
  • Implements,
    coordinates and facilitates approved training of staff members following
    the training programme on due dates
  • Works
    closely with trainers and ensures that payment is done through liaison
    with Accounts department.
  • Liaises
    with Training Institutions, Civil Aviation Authorities, Embassies,
    Airlines and Government Ministries to facilitate training outside Uganda.
  • Ensures
    accurate logistical planning and facilitation of external training within
    the budget limits.
  • Ensures
    training venue costs are within agreed budgetary limits.
  • Familiarizes
    self with training regulations and advises staff accurately and ensures
    compliance
  • Initiates
    and participates in the development of selection criterion for training
    participants and Implements the regulations for selection of course
    participants and advises all staff on the same.
Implements staff induction
training.
  • Ensures
    proper programming and prompt execution of staff induction training.
  • Reviews
    and updates the induction training programme to keep it relevant to operations
    in CAA
Evaluation of training
programmes
  • Prepares
    comprehensive and timely reports on the staff development programmes,
    courses attended, results achieved, number of staff on different
    programmes and the costs of all programmes
  • Ensures
    evaluation reports are submitted by all departmental managers on the
    performance of staff who undergo training to measure the success and
    relevance of the programmes
Management of department staff
  • Lead,
    supervise, discipline, monitor and evaluate staff under his/her supervision.
  • Ensures
    good leadership through proper delegation of duties.



Qualifications, Skills and Experience:
  • The
    applicants for the Civil Aviation Authority (CAA) Manager Human Resource
    Development & Training r job opportunity should hold an honors Bachelor’s
    Degree in any of the following:Human Resource Management, Social Work
    & Social Administration, and Social Sciences from a recognized
    University
  • A
    Master’s Degree in any of the following:Human Resource Management, Public
    Administration or Business Administration with a speciality in Human
    Resource Management/Development/Management from a recognized and reputable
    Institution.
  • Possession
    of an internationally recognized professional qualification in a relevant
    discipline such as full membership of Chartered Institute of Personnel
    Development (CIPD) or Institute of Chartered Secretaries and
    Administrators (ICSA) or a Postgraduate Diploma in Human Resource will be
    an added advantage.
  • Eight
    years of relevant work experience in a large, reputable business oriented
    organization, including at least 5 years at Principal Officer level in
    Human Resources Management.
  • Broad
    knowledge and understanding of Human Resource Management in relation to
    organizational success.
  • A
    sound knowledge of the internationally recognized Human Resource
    Management Principles, Policies, Procedures and best Practices.
  • Previous
    experience of the training function for at least 4 years in a large and
    complex business enterprise.
  • Broad
    understanding of industrial relations and its impact on the organisation’s
    effectives.
  • Must
    be knowledgeable in managing third party consultants and in supervising
    training and capacity building consultants.
  • Must
    be knowledgeable of Ugandan and Regional Labour and Industrial laws.
  • Demonstrated
    skills in Job Evaluation and Grading, Compensation Management and
    Performance Management.
  • Proven
    understanding of organization’s working conditions, work hazards and staff
    motivation.
  • Must
    be a skilled people manager with ability to oversee sound Human Resource
    strategies and Management practices.
  • Broad
    knowledge and understanding of industrial relations and its impact on the
    Organisation.
  • Excellent
    negotiation skills and be able to work with minimum supervision.
  • Highly
    computer literate in MS Word, MS Excel, MS Power Point and computerized
    Human Resource Systems.
  • Age: Between 35 to 55 years
