Resource Manager
is a collaborative Bio-medical research and service delivery organization. It
strives to improve the quality of life of the local population through a
combination of community based research, curative services and prevention
strategies in the District of Rakai, South Western Uganda. It is based at the
Uganda Virus Research Institute Entebbe and Kalisizo in Rakai District.
Centers for Disease Control and Prevention (CDC), RHSP is implementing a 5 year
comprehensive HIV/ AIDS program in the 12 districts of Masaka region namely;
Rakai, Kyotera, Masaka, Kalungu, Bukomansimbi, Lyantonde, Lwengo, Sembabule,
Butambala, Gomba, Mpigi, and Kalangala with an aim of achieving rapid HIV
epidemic control.
Resource Officer – Regionalization will provide support to the Human Resource
Manager in providing HR services to the Regional Offices and implementing
partners in respect to recruitment, contract management, health & Safety,
learning and development and HRIS Management.
- Provide administrative support to the staff appraisal
process, including sending
appraisal forms to the various users, providing technical guidance to
appraisers as required, analyzing the forms when filled, preparing summary
reports on the appraisals in line with the HR policies. - Assist the Human Resource Manager in monitoring staffing situation in
the program by reviewing staff levels, identify staff gaps, and compile
data on vacancies and other inadequacies - Implement and monitor staff recruitment and
deployment. - Maintain a record of impending staff retirements, and plan for timely replacements
- Manage staff leave schedules and database.
- Assist in attending to individual staff
problems, grievances and concerns. - Assist in updating Job Descriptions and
renewing staff contracts - Perform administrative duties in the HR office that may include but
not limited to filling, organizing and representation in departmental
meetings. - Coordinate staff Medical Insurance, IDs and
Welfare activities as required including workman’s compensation insurance
cover. - Propose and implement employee Health and Safety programmes including
health education - Ensure all Staff get Staff ID’s Employee
Numbers and Employee files duly completed and filed - Manage employee Leave and ensure Leave is well
maintained and documented in time. - Update and maintain employee files in time both
in the HRIS and hard copy - Perform any other official duties as may be
assigned management.
- Timely
recruitment including advertisement, shortlisting and interviewing of
candidate - Proper and timely collection, documentation and
filing of employee files. - Timely addition of new staff to the
Organization Medical Insurance Plan. - Timely introduction of new staff to all staff.
- The
ideal candidate for the Human Resource Officer – Regionalization job
opportunity should hold a Bachelor’s Degree in Human Resources, Business
Administration or Social sciences. - Possession of a Post graduate qualification in
Human Resource Management is desirable. - Three
years’ experience in Human Resource especially recruitment &
Induction. - Strong knowledge and experience in HR
Information Systems. - Independently motivated, enthusiastic, ability
to meet deadlines and to make initiatives - Excellent written and oral communication
- Excellent
presentation and interpersonal skills
