International Red Cross Red Crescent Movement. The ICRC is an International
humanitarian institution which has a mandate to protect victims of
international and armed conflicts i.e. the wounded, refugees, civilians,
prisoners and other non-combatants.
Job Summary: The Geographic
Information Officer (GIO) will be responsible for guaranteeing a reliable
information and data management systems that ensures an efficient delivery of
the Focused Based Financing (FbF) and Cash Transfer Programming (CTP) technical
data. He/she provides FbF & CTP program teams with user-friendly access to
complete and accurate data sets and will assist to promote a new vision of data
management, Information management & knowledge management. Across the
Response Preparedness (RP)Program. His/her facilitates compliance with
Government of Uganda’s (GoU
ʼs) requirements for geosciences data, and represents
the URCS in the national consortium. 
This is headquarter-based position, which dedicates 100% person-time to
the Innovative RP program, with extensive field activities.
Key Duties and Responsibilities:
  • The
    Geographic Information Officer (GIO) should have solid experience with (
    Geographic Information System ( GIS), be self-motivated and capable of
    carrying out tasks from start to finish, collect requirements from those
    not familiar with GIS, lead data quality initiatives and manage
    geodatabases
  • Capturing
    the location of disaster risk, hazards and vulnerabilities, as well as
    beneficiary sites and so on using Geographic Positioning System (GPS) tools
    in the within target communities and mapping to facilitate effective
    beneficiary targeting, Disaster Risk identification and Management.
  • Conduct
    desk-based data capture (digitizing) to convert paper risk maps to GIS
    dataset
Strategy/Policy: Primary duties include project management,
leading GIS initiatives, troubleshooting, ArcGIS Server configuration, Oracle
Database support, data quality evaluation, data development, and requirements
gathering
Project and Technical support:
  • Support
    in the design, development and setup of the national Society DRM and
    Health GIS unit and integrate the IARP project in the GIS unit;
  • Support
    IARP project in data collection, mapping, and preparation of digital maps
    for the project activities at region, district, community scales using
    various GIS soft wares;
  • Grow
    the detail and breadth of indicators collected, create and maintain the
    data structures necessary for IARP project GIS data storage;
  • Endeavour
    to improve and enhance the database and information sharing infrastructure
    as and when it is appropriate through the development of essential tools
    for loading/transferring GIS data between platform systems;
  • Use
    tools to join together different GIS datasets related to FbF & CTP,
    and create new information or investigate patterns, e.g. estimating the
    number of people potentially affected by flooding, or calculating the
    number of potential beneficiaries for the FbF & CTP, and predicting
    cash-utilization patterns based on socio-economic factors;
  • Analyze
    and visualize available data to identify gaps/overlaps/needs in project
    activities communicate/disseminate such information and analysis products
    to all those to whom it may be relevant and that require them in a timely
    and useful format;
  • Identify
    additional data/analysis/information needs to support decision-making and
    establish additional data collection/processing if required;
  • Promote
    information management services across the staff and facilitate capacity
    building through training and coaching of project staff, volunteers and
    wider National Society team in GIS awareness and competencies;
  • Assist
    in the preparation of situation reports and communications documents by
    providing maps, graphs and other visual representations of information;
  • Review
    data for quality and accuracy and provide National Society with support
    and guidance to enable the NS to reasonably participate in information
    sharing exercises;
  • Record
    and store all relevant information and documents to ensure accountability
    and institutional memory on work conducted through technical support to
    URCS HQ and branch for proper identification, documentation and sharing of
    field lessons, success stories;
  • Upon
    request from IARP partners, provide or arrange support to the branch in
    order to better realize its mission in the region;
  • To
    conduct regular monitoring visits and share the report with the Project
    Programme Manager;
  • Other
    duties assigned by his/her supervisor.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Uganda Red Cross Society (URCS) Geographic
    Information Officer (GIO) job opportunity should preferably hold a
    Bachelor’s degree in GIS, Geography or Computer Sciences, with specialization
    in programming and applications skills;
  • Postgraduate
    qualification in in GIS, Geography or Computer Sciences, with
    specialization in programming and applications skills will be an added
    advantage;
  • Training
    in programming, communication and project management will be an added
    advantage;
  • Three
    years’ expertise in GIS data management;
  • Knowledge
    of Spatial Data Standards for Facilities Infrastructure and Environment;
  • Experience
    in working in consortia as well as in coordination and networking with
    various stakeholders is an advantage;
  • Experience
    with implementation of projects with 
    Climate Change and Climate Adaptation measurements components;
  • Strong
    experience in large scale Project Management, including narrative and
    financial reporting, financial management, budget preparation control;
  • Experience
    in participatory planning and review techniques.

  • High
    level of data and information integrity;
  • Strong
    written and oral communication skills, as well as presentation skills;
  • Motivation
    and a pro-active attitude;
  • Ability
    to translate requirements into working solutions;
  • Computer
    skills including the use of complex databases and spreadsheets, and
    specific software such as ArcGIS.
  • The
    ideal candidate must be highly numerate and able to analyze data and
    statistics;
  • Strong
    capacity building and facilitation skills;
  • Ability
    to work well under pressure in a challenging environment with a minimum
    supervision and meeting deadlines without compromising qualities.
  • Full
    computer literacy with proficiency in the application of all MS Office
    functions, especially Excel
  • Excellent
    English communication skills including proven proficiency in drafting
    official letters and other documents;
  • A
    proactive approach to work, the ability to handle multiple tasks and to
    maintain a high quality standard when working under time pressure;
  • A
    mature personality of high integrity with great team working skills, a
    courteous attitude and a clear sense of confidentiality;
