About NUYOK Program:
Caritas Kotido Diocese is part
of a consortium led by Catholic Relief Services (CRS) to run a five-year Food
for Peace (FFP) USAID funded program called NUYOK to build resilience to shocks,
enhance livelihoods and improve food security and nutrition for vulnerable
rural families in three districts of Karamoja viz: Abim, Nakapiripirit and
Napak – which are home to 406,880 people living in an estimated 58,126
households. Caritas Kotido Diocese through support from CRS will implement the
activities of NUYOK Programme in Abim District.
Job Summary: The Finance
Officer will ensure adequate stewardship of agency resources and sound
financial reporting in line with Generally Accepted Accounting Principles,
Caritas Kotido policies and procedures, local laws and donor requirements.
His/her mayor responsibilities would include but not limited to managing bank
& petty cash operations, cash receipts, receivables, prepayments &
payables.
Key Duties and Responsibilities:
  • The
    incumbent examines financial documents such as invoices, vouchers, advance
    requests, expense reports, and purchase orders to ensure the completeness,
    accuracy, reasonability and validity of financial data.
  • Maintains,
    monitors, and disburses funds from the project bank account(s) in
    accordance with Caritas Kotido Diocese financial policies and procedures.
  • Ensures
    that accounting documents are filed on a timely basis, proper accounting records
    are maintained and compatible with standard accounting practice of Caritas
    Kotido Diocese and donor guidelines.
  • Regularly
    monitors and reconciles supplier statements on regular basis and ensures timely
    settlement of bills.
  • Tasked
    with the preparation of monthly bank reconciliation.
  • Monitors
    and reconciles travel expenses and project expenses to individual advances
    to ensure they are liquidated in a timely manner.
  • Codes,
    tracks, and processes vendor invoices, consultant invoices and travel
    advances for payments on a timely basis.
  • Posting
    entries into the accounting system on a daily basis.
  • Assist
    the accountant and Finance Manager in preparation of monthly financial
    reports, accruals and projections, and any other financial reports.
  • Develops
    detailed activity reports and expenditure analysis per program to be
    shared with the Finance Manager and program staff.
  • Work
    with the accountant and Finance Manger to develop annual budgets for
    program activities and office costs.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Bachelor’s Degree in Accounting, Bachelor of
    Commerce, Finance, or Business Administration
  • Any
    CPA (U) qualification would be an added advantage.
  • At
    least three years relevant experience in financial analysis and reporting,
    cash flow analysis, budget development and forecasting.
  • Extensive
    knowledge of USAID Rules and Regulations would be an added advantage.
  • Previous
    experience with non-profit organization or faith based organisation is
    required
  • Broad
    knowledge and understanding of maintenance of ledger entries, books
    keeping skills and bank reconciliations.
  • Computers
    skills including use of spread sheets and/or accounting packages
  • Knowledge
    of Generally Accepted Accounting Principles, GAAP.
  • Knowledge
    of internal controls and their application
  • Excellent
    organizational skills, detail-oriented and high degree of accuracy;
  • Strong
    analytical skills and sound judgment.
  • Excellent
    interpersonal skills to effectively interact with all levels of staff and
    partners.
  • Excellent
    oral and written communication skills to effectively communicate findings
    and analyses
  • Ability
    to work independently and as a member of a team.
  • Be
    self-motivated, proactive and have a positive attitude to work requiring
    minimum supervision.
  • Possession
    of a valid riding permit is a must.
