Uganda
(URC) is a global company dedicated to improving the quality of health care,
social services, and health education worldwide. With a non-profit affiliate,
the Center for Human Services (CHS), URC manages projects in over 45 countries,
including the United States.
(URC) is implementing the USAID Regional Health Integration to Enhance Health
Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose aim is
to support the implementation of a comprehensive integrated investment in
regional health, nutritional assistance and HIV/AIDS programs. The
five-year project targets 11 districts in East Central Uganda with an estimated
total population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Leader for HIV and TB is responsible for providing high level strategic
leadership for design, implementation, monitoring/evaluation and documentation
of/for the HIV and TB prevention, care and treatment components of the
RHITES-EC program. S/he will have relevant technical expertise and experience;
solid professional reputation and program management expertise.
- Supervise
and provide ongoing strategic leadership and technical guidance to the
project HIV and TB prevention, care and treatment teams to effectively
provide HIV/TB program implementation support to cluster and district
teams - Take
lead in the highly evolving design, implementation and tracking of HIV and
TB program interventions and activities, using the Collaboration, Learning
and Adaptation (CLA) approach - Ensure
the project’s HIV and TB activities are informed by evidence,
well-coordinated and demonstrate district, government of Uganda and PEPFAR
results - Provide
ongoing strategic technical support to cluster and district teams,
including DHMTs, to in-turn effectively support service provider teams at
facilities and in communities to deliver quality HIV and TB services - Actively
use a data-driven approach to design and target project HIV/TB activities
to systematically ensure that various key project performance indicators
across the continuum of HIV and TB program components are on track - Closely
work with other project senior, mid-level management and field teams as
well as district and service provider teams to routinely use QI methods to
address HIV and TB program performance gaps - Provide
technical leadership and management for documentation and dissemination of
project successes and learnings in the areas of HIV and TB - Provide
managerial oversight in the development, implementation and tracking of
project HIV and TB annual, quarterly and monthly work plans (and budgets) - Prepare
routine and periodic program reports, as may be required, including
2-weekly and monthly progress updates for the HIV and TB components of the
program - Be
a member of and actively participate in routine project senior management
team meetings and activities - Perform
other project-related duties as may be assigned
- The
applicant for the USAID RHITES-EC Team Leader for HIV and TB Services
career opportunity must hold a basic medical degree, with a post-graduate
qualification in public health, or epidemiology of a clinical discipline. - A
minimum of ten years of experience in managing HIV and TB clinical service
delivery improvement - Knowledge
of latest developments and technology in the areas of HIV and TB programming
in high and low prevalence settings in Uganda - Demonstrated
ability to conceptualize, innovate and execute ideas, as well as transfer
knowledge and skills - Experience
in using epidemiological and public health program performance data to
design and implement public health interventions, specifically in the
areas of TB and HIV - Ability
to express clearly and concisely ideas and concepts in written and oral
form. - Proven
skills in supervision, planning and management - Previous
experience with PEPFAR projects is highly desirable
