Job Summary: The
Technical Coordinator- SPARS Efficiency and Effectiveness provides support to
Uganda Health Supply Chain (UHSC) project regional teams and, Medicines
Management Supervisors (MMS) in monitoring efficiency and effectiveness of
implementation of Supervision Performance Assessment and Recognition Strategy
(SPARS) and other medicines management improvement interventions in 84 directly
supported UHSC districts. S/he works closely with UHSC district team to ensure
traceability of all UHSC interventions at facility and district level through
100% verification of MMS activities before payment processing and building MMS
capacity to effectively document capacity building support at facility level.

Key Duties and Responsibilities:
- Under
the guidance of the Senior Technical Advisor, develop appropriate plan to
monitor efficiency and effectiveness of UHSC district interventions and
disseminate findings regularly. - Work
in close conjunction with the Senior Technical Advisor, ensure 100%
verification of the SPARS tools submitted in the Pharmaceutical
Information Portal (PIP), and with justification, advise district regional
teams on supervisions which need SPARS supervision audits. - Coordinate
and document SPARS supervision auditing and provide quarterly audit reports. - The
jobholder will also manage Medicines Management Supervisors payments and
rewards for SPARS implementation. - Under
the guidance of the Senior Technical Advisor, conduct periodic cleaning of
SPARS data submitted into the PIP. - Participate
in district coordination meetings with other partners and regional
pharmacists - Participate
in planned operational and impact research - Perform
other duties as required.
Qualifications, Skills and Experience:
- The
applicants for the Management Sciences for Health (MSH) Technical
Coordinator – SPARS Efficiency and Effectiveness career placement must
hold a professional degree in a health area; including pharmacy, medicine,
public health; pharmacist preferred. - At
least one to two years’ work experience in providing pharmaceutical
management services especially in the area of supply chain. - Working
experience in Uganda with knowledge and comprehensive understanding of the
Uganda public health system. - Willingness
to be flexible and adapt to changing priorities and shifting deadlines. - Demonstrated
strong organizational, administrative and communications skills. - Strong
teamwork and team-building skills - Good
computer skills, including knowledge of MS Office Suite particularly, Ms
Excel, Ms Word, and Power Point. - Ability
and willingness to travel extensively throughout Uganda.
