Regional Health Integration to Enhance Health Services in East Central Uganda
Project (USAID/Uganda RHITES-EC) Project

(URC) is a global company dedicated to improving the quality of health care,
social services, and health education worldwide. With a non-profit affiliate,
the Center for Human Services (CHS), URC manages projects in over 45 countries,
including the United States.
(URC) is implementing the USAID Regional Health Integration to Enhance Health
Services in East Central Uganda Project (USAID/Uganda RHITES-EC) whose aim is
to support the implementation of a comprehensive integrated investment in
regional health, nutritional assistance and HIV/AIDS programs. The
five-year project targets 11 districts in East Central Uganda with an estimated
total population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Advisor, Supply Chain Management will lead the supply chain Management for all
key commodities (including pharmaceuticals and laboratory) on the USAID’s
RHITES EC project. S/He will give supervisory and technical support for the
planning, handling and management of HIV commodities for all USAID/RHITES EC
supported HIV treatment centres. The Senior Technical Advisor, Supply Chain
Management is also responsible for providing technical assistance and capacity
building in health commodity forecasting, quantification, ordering, Storage and
use.
- Strengthen
commodity (pharmaceutical & laboratory) logistic management,
information management and tracking at health facilities through
Supervision Performance Assessment and Recognition Strategy (SPARS)
implementation, and use of electronic systems such as DHIS-2 for web-based
ordering systems Rx Solutions and open MRS - Support
the health facilities with in the region to effectively implement the
differentiated service delivery models for HIV infected clients in care by
ensuring constant availability of commodities - Ensure
the National Logistics Management Information systems (LMIS) is kept up to
date at all health facilities with in the RHITES EC region - Determine
the training needs including identification of potential medicine
management supervisors and develop the modules for capacity building of
health care workers involved in supply chain management within the region - Represent
the project at the central level Technical Working Group(TWG) on Medicines
procurement and Management of the Uganda’s Ministry of Health - Support
the revitalization of medicines and Therapeutic committees (MTC’s) at HCIV
to hospital level health facilities. - Coordinate
the adherence to drug policies and regulations at supported facilities - Monitor
attainment of Supply chain management Performance targets and appraise the
systems from time to time - Quantify
and leverage supplies for HIV commodities not supplied by NMS from other
sources - Develop
and maintain databases for all relevant sites, commodities, lead times,
reporting histories and supervision visits at all levels - Support
health facilities to establish logistics teams to conduct 5S in addition
to CQI to bridge service delivery gaps - Coordinate
with the districts, health sub districts and other stakeholders to improve
supply chain management in the region. - Oversee
the pharmacovigilance surveillance systems at the supported facilities - Contribute
to timely and accurate reporting by the project

opportunity must hold a Bachelor in Pharmacy with a Master’s Degree in
Public Health, Supply Chain, or other relevant field - Six
years of professional experience public health with a focus on
commodities, or related area. - Excellent
networking and work relations with the MOH and health partners in Supply
Chain. - Previous
experience on USAID programs is highly preferred.
