in accordance with the UN Conventions on Refugees and the Code of Conduct for
the ICRC and NGOs in Disaster Relief.
Job Summary: The Shelter
Engineering Assistant will supervise the day to day technical aspects of
semi-permanent shelters and latrines works of the ECHO project in Rhino Camp.
Additionally the Shelter Engineering Assistant is expected to participate in
certification of completed projects for payment together with district
technical teams. He/s will ensure that technical specifications for all
infrastructure works are in line with DRC’s construction manual.
Key Duties and Responsibilities:
  • To
    set up, plan, supervise and monitor the implementation of the project:
    Emergency intervention to South Sudanese refugees and host communities in
    West Nile – Uganda through coordinated and appropriate WASH, Shelter,
    Education services and resources to rebuild livelihoods, funded by ECHO;
  • Carry
    out screening of project jointly with the district technical team and
    compile Investment Plan for approval by the District Technical Planning
    Committee (DTPC)
  • Supervise
    and monitor the work of youth and participating communities;
  • Supervise
    the technical aspects of the project;
  • Prepare
    Order Request/Purchase Requisitions for procurement of materials and tools
    for project implementation;
  • Assess
    the activities undertaken and ensure efficient use of resources;
  • Liaise
    with all internal and external counterparts of the project;
  • Continuously
    monitor and supervise construction of semi-permanent shelter and latrines
    in close collaboration with the infrastructure Assistants and
    Infrastructure Coordinator Junior;
  • Ensure
    regular communication between communities at the project implementation
    sites and DRC
  • Tasked
    with processing payments for youth after completion of works.
  • Liaising
    with the district engineering team to assess the quality of infrastructure
    projects
  • Recording
    and filling the tally sheets during deliveries of local materials at the
    sites.
  • Actively
    participate in social mobilization of communities for maintenance of
    completed project
  • Participate
    in radio talk shows whenever invited
  • Work
    closely with the Shelter Adviser, Short Term and Shelter Engineer, work on
    project technical reports
  • Perform
    any other duties assigned by the immediate supervisor.

    to Shelter Adviser, Short Term and Shelter Engineer



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Danish Refugee Council (DRC) Shelter Engineering
    Assistant job placement must hold a Diploma in civil engineering;
  • Four
    years of relevant working experience in labor based technologies
  • Being
    a strong team player and adept at creating a strong team spirit;
  • Proven
    ability to work creatively and independently both in the field and office;
  • Ability
    to work with culturally diverse groups of people;
  • Ability
    to travel and work in difficult conditions and under pressure;
