in accordance with the UN Conventions on Refugees and the Code of Conduct for
the ICRC and NGOs in Disaster Relief.
Job Summary: The Senior
Emergency Distribution Officer will be responsible for implementing emergency
service provision for the refugee Settlements, Collection Centres and Borders
points, depending on needs, and including CRIs.
Key Duties and Responsibilities:
  • Oversee
    projects under its responsibilities, and ensure that NFI distributions and
    hot meals provisions are conducted in an accessible and accountable manner
    for DRC, PoC’s and according to the commitment with donors.
  • Responsible
    to use and monitor the budget at his / her disposal according to the work
    plans, in compliance with DRC procedures and contracts with donors
  • Identify
    gaps in service provision, plan and implement
  • Define
    the daily, weekly, monthly work plan, organize the workload of his / her
    team and supervise all staff working under his / her responsibilities, in
    Hot meal, CRI/NFI distribution and emergency Shelter distribution sectors
  • Active
    member of the CRI working group, monitor and support the coordination of
    services and assistance in the settlements. Work in close collaboration
    with relevant Settlement stakeholders, OPM, refugee stakeholders,
    particularly to ensure community support and collaboration in the
    provision of emergency relief to new arrivals, refugees and/or particular
    individual cases
  • Identify
    gaps in service provision to refugees, proactively referring issues to
    relevant forums
  • Ensuring
    diversity and inclusion and ensured that protection considerations are
    mainstreamed across the sectors under his/her remit;
  • Ensure
    that all documentation and necessary procedures for the distribution of
    NFI and the provision of hot meals are in place and observed; in cases
    where accepted standards of service provision in these sectors need be
    deviated from, provide justifications to and seek approval of the
    Emergency Coordinator or his/her representative
  • Work
    in close collaboration with refugee stakeholders (Community Leaders,
    Elders, Representative Committees…) to ensure a wide acceptance of
    settlement activities in particular and facilitate dispute resolutions
    regarding the provision of humanitarian services in general, and NFI
    provision and hot meal provision in particular
  • Ensure
    activities implementation are compliant with SPHERE standards and the DRC
    Code of Conduct;
  • Write
    daily, weekly and monthly reports and assist in writing monthly reports as
    required by his / her supervisor;
  • Ensure
    daily verbal feedback on urgent issues reported.
  • Actively
    participate in settlement coordination meetings, other humanitarian
    partners as well as meetings with refugee leadership committees; as
    required by the emergency coordinator or his/her representative
  • Perform
    any other duties to support DRC’s emergency response assigned by the
    emergency coordinator.

Qualifications, Skills and Experience:
  • The
    ideal candidate for the Danish Refugee Council (DRC) Senior Emergency
    Distribution Officer job placement must hold a Bachelor’s Degree in Social
    studies or statistics
  • High
    literacy in computer in Excel and Words software
  • Previous
    NGO experience is an added advantage.
  • Previous
    team management experience is an added advantage.
  • Communicate
    effectively with members of the community and stakeholders
  • Hard
    worker and strongly motivate to support DRC in its emergency response,
    willing to abide and support humanitarian principles, including
    accountability to beneficiaries
  • Field
    based position. Ability to work and live in hard conditions including
    regular travel to field locations and distribution sites
  • Ability
    to solve complex community problems. Previous NGO experience is an added
    advantage but not a requirement.
