the rights of displaced populations and offers assistance within the shelter,
education, emergency food security, legal assistance, and water, sanitation and
hygiene sectors.
Key Duties and Responsibilities:
  • The Project Coordinator will undertake
    regular visits to settlements, local authorities, and partners (as and
    when security allows) and government officials to identify needs and
    provide support through legal assistance, capacity building and advocacy.
  • Identify knowledge gaps and needs of
    target beneficiaries, partners and other key stakeholders relevant to ICLA
    thematic areas.
  • Identify external resources as required in
    consultation with ICLA Project Management Team (PMT).
  • In consultation with the ICLA Regional
    Adviser, develop and implement a training schedule and organize all
    logistical needs and support.
  • Conduct trainings and induction to new
    staff joining NRC and local partners on ICLA.
  • Compile ICLA activity reports.
  • Develop best practice documentation on
    methodologies and techniques.
  • The jobholder will also facilitate
    training and awareness sessions on ICLA thematic areas.
  • Budget and administrative responsibility
    for geographic and/or thematic areas as within the ICLA project
    identified.
  • Implementation of the ICLA project in
    accordance with agreement applicable to the grant from the donor(s) and
    NRC principles and ways of work.
  • Identify national staff to implement the
    projects objectives.
  • Ensure that activities are in line with
    budget lines and limitations.
  • Keenly monitor, evaluate and suggest
    changes and improvements
  • Prepare and submit monthly summary reports
  • Document technical issues and questions,
Key Result Areas:
  • The Project Coordinator will formulate
    strategies for Education, Livelihoods, WASH and other programmes that may
    come at national level
  • Monitor the projects and ensure high
    technical quality and synergies
  • Prepare/verify proposals related to this
    sector
  • Evaluation, review and quality control of
    ongoing and completed projects
  • Identify trends in conditions/standards
    and donor priorities and assess better ways to assist
  • Training and development of staff
  • Ensure adherence to the CC tools and
    handbooks and other NRC policies
  • Develop partnerships in the humanitarian
    community and coordinate with authorities at regional and ministry level
  • Responsible for providing programme
    contextual analysis and needs assessment as input to Country Strategy and
    Contingency Plan
  • Accountable for development of Proramme
    strategies and Macro LFAs
  • Accountable for ensuring programme M&E
    according to NRCs standards
  • Lead local partners’ assessment, selection
    and capacity building
  • Responsible for development of funding
    forecasts for country programme and grants management calendar, including
    proposals and reporting to donors
  • Accountable for grants opening and closure
    meetings at country level
  • Accountable for development of grants
    proposals and budgets
  • In-country representation of NRC
  • Promote the rights of IDPs/refugees in
    line with the advocacy strategy
  • Line management of project coordinators,
    M&E staff and other senior program staff
     



Qualifications, Skills and
Experience:
  • The applicant for the Norwegian Refugee
    Council (NRC) Project Coordinator – Information, Counseling and Legal
    Assistance (ICLA) job opportunity should hold a University degree in law,
    social studies, development studies / other relevant field/ the equivalent
  • At least three years of related work
    experience with NGO, legal or international organisation in the area of
    protection or human rights
  • Experience from working as a project
    coordinator in a humanitarian/recovery context
  • Experience working with and implementing
    projects through local partners
  • Reporting and analytical skills
  • Experience in conducting assessments
  • Community mobilization skills
  • Previous experience from working in
    complex and volatile contexts
  • Documented results related to the
    position’s responsibilities
  • Knowledge about own skills/profile
  • Knowledge of the context in South West and
    Kampala/ West Nile
  • Knowledge of the English and local
    language
  • Experience working with government, local
    authorities, humanitarian actors, migrants, host community and displaced
    populations (IDPs and Refugees)
