About Us:
The Uganda Youth Network
(UYONET) is a regional focused leading umbrella Youth CSO Network that works to
mainstream young peoples’ engagement in development and governance processes in
East Africa and beyond. UYONET was started in 2002 to respond to the increasing
demand for a collective platform for research, training and policy advocacy for
young people by young people. With a membership of 31 district networks
constituted by over 147 youth organizations, UYONET has continued to be the
apex of youth programming and designing appropriate interventions that respond
to the needs of the youth across the region.
Job Summary: The Programme
Manager Policy, Governance, Leadership and Rights will take a lead on overseeing
the overall all programmes relating to leadership development, policy advocacy,
governance and rights and ensuring that all objectives are achieved. S/he will
work to ensure and maintain linkages with all programme activities the
organisation is implementing. S/he will oversee programme strategy and
implementation, monitoring, leading a team of talented young staff.
Key Duties and Responsibilities:
Programme Strategy,
Implementation and Coordination (30%)       
  • Using
    a consultative approach, design and develop programmes in line with the
    national development goals and Strategic Framework
  • Manage
    all programme development, priorities and ensuring quality review of the
    work plans, resources and the implementation schedules
  • Coordinate
    the development of Organisational Operational Plan.
  • Plan
    appropriate, achievable and sustainable strategies for future programme
    expansion
  • Develop
    and incorporate programme sustainability strategies into the existing and
    future programmes.
  • Working
    closely with the head of programs, liaise with the programme, finance and
    M & L team to ensure timely development of financial reports relating
    to programme reports
Fundraising, Partnership
Development & Management (20%):
  • Take
    active role in fundraising activities for the organisation, preparing
    concept notes and proposal for key programme donors showcasing all our
    different approaches.
  • Build
    and maintain effective partnerships with all key stakeholders including
    relevant Line Ministries at national, provincial and community levels
  • Utilise
    management for Impact to provide feedback and guidance to Government
    Ministries for programme strengthening and integration.
  • Participate
    in the relevant progress meetings underpinning the programmes
  • Lead
    on partnership activities and communication to raise the profile of the
    programmes and secure leverage and other commitments of support
  • Develop
    and disseminate communication materials about the programmes in
    collaboration with the Monitoring and evaluation unit.
Serve as active member of the
UYONET Management Committee:
  • Take
    active role in the development and regular review of programme operational
    plan.
  • Ensure
    timely documentation and dissemination of key findings from programme to
    inform learning and presenting to the Management Committee.
  • Play
    key role in the strategic planning and reviews process in coordination
    with the other programme team and immediate stakeholders.
  • Provide
    regular updates on partnerships underpinning the programme
  • Provide
    guidance and expertise on programme issues to Management Committee and
    broader organisation as required.
  • Provide
    detailed information and linking finance and programmes unit.
Financial Planning and
Management of Donor Budgets (20%):
  • Ensure
    efficient grant management of all programmes by taking a lead on
    developing, managing and regularly reviewing the programme budgets,
    monitoring spending to ensure they are within the budgets.
  • Ensure
    all budget holders are conducting budget tracking .developing and
    reviewing of financial reports relating to programmes as required
  • Support
    the finance team to manage the donor budgets and organisational financial
    systems.
  • Ensure
    procurement and financial policies and procedures are adhered to by the
    team and others.
Monitoring, learning and
reporting (20%):
  • Lead
    on the development of the programme narrative reports of all programmes
    with inputs with from the programmes team and the Monitoring and Learning
    Unit for final submission.
  • Lead
    on all donor reporting for the programmes
  • Work
    closely with the Monitoring and Learning Unit in M&L processes,
    including analysis of data collected and dissemination of results to
    ensure continual programme improvement.
  • Lead
    on communications with donors and partners in collaboration with head of
    programs and executive director.
Human Resources Management and
Capacity Building (10%)
  • Ensure
    effective personnel and performance management of the programme officers
    and associates under the component.
  • Ensure
    that Health and Safety Plan is in place and captures information for all
    catchment areas.
  • Line
    and performance manage team, serving as role model at all times
  • Ensure
    OHR policy and procedure are adhered to by team and others
Other: Other duties as required, sometimes requiring
working on weekends and holidays for which time off can be taken.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Bachelor’s degree in Social Sciences, Development Studies or a related field
  • At
    least five years’ experience in development sector in an African context,
    including good knowledge of advocacy and policy engagement.
  • Knowledge
    of sexual and reproductive health rights, leadership development, and
    governance is a must.
  • At
    least three years’ experience in programme design and management including
    proven experience of managing large programmes relating to youth development
    initiatives
  • Strong
    partnership development and networking skills
  • Excellent
    numeracy skills with experience in budget development and management
  • Excellent
    understanding of project cycle management
  • Excellent
    report writing skills particularly donor reporting.
  • Fluent
    in written and spoken English.
  • Excellent
    IT, interpersonal, written and verbal communication skills.
  • Previous
    work experience in Uganda and Knowledge of national languages.
  • A
    clear understanding of contemporary development issues and trends in youth
    health sectors
  • Experience
    of performance managing people
  • Experience
    of managing multi-site implementation works
  • Experience
    in handling budgets and finances.
  • The
    individual must be results oriented, highly self-motivated and have
    demonstrated analytical skills.
  • Must
    be able to lead and inspire a team of strong programme officers
  • The
