About US:
The Ministry of Health (MoH)
has received support from the United States Government to strengthen its Human Resource
capacity. The support is intended to improve human resource management and
leadership mfr particular focus on policy and planning, performance management
and human resource development. The Staff to be recruited under this support
will be contracted by the MOH.
Job Summary: The Performance
Management Technical Assistant will provide technical assistance to Ministry of
Health to establish and maintain a robust performance management system in the
health sector.
Key Duties and Responsibilities:
  • Establish
    and functionalize the performance management system at all levels
    including: establishing performance management structures; reviewing job
    descriptions and schedules of duty; developing performance plans;
    performance agreements/ contracts for all public sector health workers.
  • Customize,
    roll out and consolidate the performance management systems at all levels
    including; establishing and reviewing performance monitoring,
    evaluation/appraisal and improvement systems and practices in the health
    sector.
  • Improve
    efficiency and coordination in conducting optimal and efficient support
    supervision including; SS planning and budgeting, establishing joint SS
    teams, conducting joint SS missions and feedback sharing to leverage
    resources.
  • Build
    capacity of technical staff in conducting result oriented SS, including
    provision of technical performance standards, revised SS tools and
    guidelines
  • Build
    capacity of technical staff to effectively implement R&S
    programs-strengthening rewards and sanctions systems and developing costed
    annual R&S plans
  • Develop
    and operationalize systems for monitoring and tracking attendance to duty
    and link it to HRIS and service statistics so that the availability and
    productivity of the health workforce can be regularly analyzed to account
    for the health workforce.
  • Perform
    other relevant duties as may be assigned by the Commissioner Human
    Resource Management
Key Result Areas:
  • Establishment
    and functionalizing the performance management system at all levels of
    service delivery
  • Promotion
    of low cost and effective support supervision approaches
  • Building
    capacity of MOH technical staff in conducting result oriented support
    supervision
  • Building
    capacity of MOH technical staff to effectively implement rewards and
    sanctions programs
  • Establishment
    and operationalization systems for monitoring and tracking attendance to
    duty for improved health worker accountability and productivity.



Qualifications, Skills and Experience: 
  • The
    applicant must hold an Honours degree in Human Resource Management, Public
    Administration (Management option), Organizational Development or the
    equivalent from a recognized University/Institution.
  • Must
    possess a Master’s degree in the above mentioned fields or their
    equivalencies from a recognized University/Institution.
  • Possession
    of a Master’s degree in Public Health or Health Systems Management would
    be of added advantage
  • A
    minimum of eight years of public sector experience in designing and
    implementing HRM systems and practices
  • Previous
    exposure and experience in designing performance management systems
  • Broad
    knowledge of current and emerging advances involving human capital
    management and work processes as well as demonstrated ability to spearhead
    the reengineering of business practices.
  • Demonstrated
    leadership ability in developing promoting and implementing effective
    organizational strategies, programmes and systems to foster a work
    environment and organizational culture that values technical and
    professional excellence, continuous learning and performance improvement.
  • Demonstrated
    ability to design and implement strategies that maximize employee
    potential and foster high ethical standards in meeting the Ministry’s
    vision, mission and goals.
