Straight Talk Foundation (STF)
is a health communications National Non Governmental Organisation that was
founded in 1993. For the past 25 years it has been the leading provider of
various social and behavior change communication programs to various
stakeholders in Uganda. The organization has immense experience in the use of
modern communication program approaches in addressing diverse health and
development issues. STF implements activities through print, radio and face to
face communication. Its programs and interventions target young people as its
primary audience, while parents and teachers are its secondary audience. STF
utilises highly effective behaviour change communication models and combines
mass media and face to face community outreach and mobilization programs.
Job Summary: The National
Programme Coordinator (NPC), Get Up Speak Out (GUSO) will be responsible for
the coordination of the GUSO programme and manage the process of collaboration
among country alliance partners in Uganda. The NPC will facilitate, coordinate
and inspire the GUSO country alliance partners to execute their work in
collaboration for maximum impact as laid down in a joint country programme and
an annual work plan.
Key Duties and Responsibilities:
  • Manage
    periodic technical and managerial review of GUSO and SRHR alliance
    interventions.
  • Monitors
    the progress of the implementation of the (Multi) Annual Country Programme
    Plans and keeps an eye on country objectives and outputs.
  • Performing
    over-sight of programme monitoring, evaluation and reporting, working
    closely with Alliance Partners.
  • Document
    evidence of good practice for both internal and external learning.
  • Work
    closely with the Steering Committee and the Consortium Manager on
    challenges and problems related to the programme and its alliance partners
    following the guidelines for escalations.
  • Manage
    the joint activity budget with support from the CFP under the auspices of
    the Consortium Manager.
  • Organise
    in-country annual planning and review meetings; Facilitate shared learning
    and joint initiatives with regard to programme implementation and PME
    activities at country level.
  • Organises
    joint programme evaluations and workshops to share experiences with
    implementing partners.
  • Chair
    the National Programme Team in which the country alliance partners are
    represented.
  • Identify,
    develop and manage relevant partnerships with government, donors, NGOs and
    other key stakeholders.
  • Facilitate
    and inspire country alliance partners to collaborate and look for synergy
    at country level.
  • Coordinate
    and give guidance on the facilitation of experience sharing and scaling-up
    best practices among GUSO partners.



Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Straight Talk Foundation (STF) National Programme
    Coordinator (NPC), Get Up Speak Out (GUSO) job placement must hold a Bachelor’s
    Degree in any relevant field. A Post Graduate training in Project
    Management, Community Development will be an added advantage with a
    Masters degree in any relevant field.
  • Eight
    years of progressive experience in programme implementation with at least
    5 of those years in a middle management position in an NGO.
  • Broad
    knowledge and understanding of working with alliances and consortiums.
  • Experience
    in the field of ASRH (Adolescent Sexual and Reproductive Health) in
    Uganda.
  • Strong
    financial, planning and budget management skills and experience.
  • Computer
    literacy and excellent documentation skills are a must.
  • Highly
    developed cultural awareness and ability to work well with people from
    diverse backgrounds and cultures.
  • Highly
    developed interpersonal and communication skills including influencing,
    negotiation and coaching.
  • Excellent
    time management and planning capacity
