Director
Educationalists (FAWEU) is an international non-governmental organisation which
was launched in February 1997 as part of a bigger network of 34 National
Chapters across Africa with a primary aim of addressing gender disparities in
education that were manifested through low rates of access to education,
retention, performance and completion of girls starting from upper primary
school through secondary up to higher education levels. FAWE Uganda
has secured funding from Plan-CEDAW for a new project to be implemented in
Eastern Uganda.
Evaluation and Learning (MEAL) Manager will ensure that FAWEUganda has the
management, technical and logistical capacity to deliver quality programmes in
regard to quality programme design, implementation, monitoring and evaluation
as well as research, accountability and learning related to all interventions
undertaken by FAWEUganda.
Monitoring, Evaluation and Learning System
- Lead
the development/improvement of a Central Information Management System
which will consolidate data and allow for timely reporting of progress
towards key program indicators - Lead
the review and development of MEAL Systems and tools - Lead
the development of the data collection tools and data collection
procedures , logical framework, project performance tracking matrixes,
indicators, data flow and M&E Manuals - Coordinate
and facilitate regular cross learning and experience sharing events
- Support
in the overall management, leadership and technical direction of a logical
and coherent girls’ education program - Lead
the M&E system and process development and create a framework and
procedures for the monitoring and evaluation of FAWEUganda program and
project activities. - Lead
all M&E initiatives for FAWEUganda programs and projects including
monitoring data quality, tracking the progress of activities, and
informing staff capacity building initiatives. - Identify
and recommend strategies to increase data use and demand amongst Program
staff and other stakeholders. - Work
in liaison with the Programs Manager, coordinate the preparation and
review of internal and external reports before sign off by the Executive Director - Carry
out monitoring and evaluation visits to project areas and to partner
organizations and ensure program activities are implemented according to
the work plans and strategic priorities whilst maintaining the flexibility
to shift priorities according to the changing context - Lead
the analysis and interpretation of data for trends, patterns and
information that will be used to inform program delivery as well as other
program aspects such as redesign, replication, scale up among others - Support
the programs team on ways to properly document, organize and capture
program progress. - Promote
cost effectiveness, value for money as well as accountability in all the
program interventions and support the team to ensure compliance at all
times - Contribute
to ensuring all FAWE Uganda resources are well utilized, documentations
made and properly kept - Ensure
contractors engaged by FAWE Uganda are closely monitored for compliance
with FAWEUganda and appropriate international standards - Ensure
effective monitoring of partner activities to ensure, quality,
transparency, compliance and appropriateness
mechanisms and, capability to utilize and maintain up to date management information systems to
ensure timeliness, quality and accurate reporting
- Head
the Department of Monitoring, Evaluation and Learning - Handle
all staff issues such as performance management, training and development,
employee relations among others in an ethical and professional manner.

- The
applicant for the Monitoring, Evaluation and Learning (MEAL) Manager job
opportunity should preferably hold a Master’s degree in Statistics,
Demographics, Monitoring & Evaluation, Social Sector Planning or
related field is desirable - Possession
of a post graduate diploma in Project Monitoring and Evaluation from a
recognized institution is essential - A
Bachelor’s degree in Statistics, demographics or other relevant field is
essential - A
minimum of seven years’ experience in Monitoring, Evaluation and Learning
in a local or international NGO three of which must be at a Senior Level.
Experience working on girls’ education and development issues is an added
advantage - Skills
in Statistical Packages and other software - Experience
working on girls’ education and women development issues is essential - Excellent
communication, writing and analytical skills - Proven
ability to translate evaluated results into learning strategies - Previous
experience in designing and leading capacity building and training for
different teams - Human
resource management skills - Financial
management skills - Good
