Job Summary: The Monitoring
and Evaluation (M&E) Coordinator will implement NRC M&E system to
promote programme and project performance monitoring and evidence-based
decision-making. The M&E Coordinator will contribute to quality programming
through supporting access to and use of relevant and timely information on
programme scale, relevance, and effectiveness. The M&E Coordinator will
provide technical support to in-country staff pertaining to M&E and build
capacity in the country programme by identifying and supporting the implementation
of effective, cost efficient and meaningful M&E systems.
Key Duties and Responsibilities:
  • Ensure maintenance of the M&E system
    including conducting reviews of progress against benchmarks, facilitating
    consultations and trainings, and coordinating reviews and updates.
  • Ensure the implementation of M&E
    guidance, tools and procedures (including consultation with programme
    staff to determine needs and appropriateness, draft documents,
    facilitating consultation on documents, and rolling out finalized
    products)
  • Provide technical and surge support to
    field teams on monitoring and evaluation processes with a particular focus
    on data collection and analysis initiatives through regular field visits.
  • Support the use of mobile phone data
    collection by training field staff, creating questionnaire templates and
    providing administrative support.
  • Carry out training on Monitoring and
    Evaluation.
  • Compile periodic quantitative output
    reports from programme staff.
  • Provide technical and surge support for
    quantitative and qualitative analysis for assessments, donor reports, and
    other processes.
  • Provide support and capacity-building to
    the Monitoring and Evaluation Officers
Key Result Areas:
  • Adherence to NRC policies, guidance and
    procedures.
  • Support and contribute to the development
    and implementation of the M&E system, including M&E SOPs, guidance
    and tools, in line with NRC M&E approaches, standards and procedures.
  • Participate in programme design and
    proposal discussions, including theory of change development, log frame
    design and budgeting for M&E.
  • Support programme staff in planning for
    and executing M&E, including, data collection methodology and tools
    and data management, analysis and use.
  • Support the implementation, dissemination
    and use of evaluations, assessments and monitoring data in programme
    development, adjustment or review.
  • Contribute to organisational learning
    through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of
    programme and M&E staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E staff in
    executing M&E plans.
  • Contribute to the design of M&E
    staffing structure and resourcing, including collaboration with programme
    staff to identify and plan for M&E needs



Qualifications, Skills and
Experience:
  • The applicant for the Norwegian Refugee
    Council (NRC) Monitoring and Evaluation (M&E) Coordinator job
    opportunity should hold a relevant Bachelor’s degree
  • Four years of experience in an
    international NGO preferably in an emergency or post-conflict setting,
    including M&E capacity and systems development.
  • Thorough experience with and knowledge of
    principles and current approaches to monitoring and evaluation in relief
    and development programmes, using both quantitative and qualitative methods.
  • Broad knowledge and understanding of data
    and information needs for programme management and decision-making.
  • Previous experience in facilitating
    capacity building efforts for diverse colleagues, including local partner
    agencies.
  • Proven ability to transfer knowledge to
    diverse audiences through training, mentoring and other formal and
    non-formal methods.
  • High level English language proficiency
    (speaking, reading, writing).
  • Analytic and computer skills, including MS
    Office (Word, Excel, Outlook, PowerPoint, Access).
  • Experience using STATA, SPSS, Epi Info, or
    R.
  • Demonstrated knowledge and experience in
    ODK web-based systems for digital data collection and management.
  • Excellent communication and interpersonal
    skills
  • Strong organisational and team working
    skills
  • Good cultural awareness and sensitivity
  • Highly approachable, trustworthy and
    confidential
  • Knowledge of the NGO operations and the
    dynamics of the humanitarian sector is a plus
  • Good level of proficiency in Windows Excel
    and quantitative analysis (STATA preferred)
  • Knowledge and practical skills in ArcGIS
    and Qlik dashboards are significant advantages
  • Excellent communication skills in English
    (Business English is a plus)
  • Proven presentation, training and
    facilitation skills
