Corporation (UPPC) is a body corporate established by the UPPC Act 1992 Cap.30
as a leading Government printer mandated to provide printing and publishing
facilities to the government ministries, departments, and parastatal bodies
.private companies, individuals and organizations. The corporation prints and
publishes all government legislation and documents and undertakes security
printing works.
Job Summary: The Manager,
Finance and Accounting will establish, implement and manage a robust financial
and accounting system that will promote and sustain the Corporation’s
performance.
Key Duties and Responsibilities:
  • Ensuring existence of systems and policies which provide appropriate levels of
    security and control of financial resources and operation and also develop
    and review internal controls that help in fraud risk prevention and
    detection;
  • Establishing an annual budget cycle and
    coordinate the budgeting
    process; ensuring that budget estimates match the annual operational plans
    and ensure such budgets are submitted to the Board for Approval;
  • Preparing accurate and timely periodic
    (monthly, quarterly and annual) management financial reports showing the Corporation’s performance and
    financial position; and submit them to management for discussion and
    appropriate decision making;
  • Maintaining all accounting and financial data
    and systems necessary to record all transactions of the Corporation in
    accordance with generally
    accepted international accounting standards and the provisions of the
    Companies Act;
  • Planning, supervising and coordinating all
    activities in the finance and administration department and provide
    professional and administrative guidance and advice to management;
  • Ensuring the integrity of the general ledger
    and ensure that an effective accounting system is in place and operational
    ensuring that all revenues due to the Corporation are properly recorded,
    banked and expenditures genuinely authorized;
  • Ensuring close monitoring and conduct quarterly
    financial analysis and provide a report to management on the overall
    performance of the Corporation and develop an action plan to close
    identified gaps;
  • Reviewing cost structure to ensure they are
    within the Corporation’s benchmark and develop and maintain effective
    internal controls and procedures over all financial processes;
  • Tasked with monitoring and controlling the
    Corporation’s expenditure and advise management and departmental heads when there are major budget variances;
  • Conducting reviews and evaluations to manage
    and control expenditure and ensure that expenditures are within the budget
    and liaise with Auditors to ensure that periodic audits are carried out;
  • Developing profitable project plans to meet the
    Corporation’s financing needs;
  • Guiding management on the profitable investment
    plans in line with the Corporation’s strategy;
  • Developing and implementing human resource
    strategies in the areas of human
    resource planning, training and development, staff welfare, performance
    and reward management as well as maintaining a safe healthy working
    environment;
  • Carrying out any other duties as may from time
    to time be assigned.



Qualifications, Skills and Experience: 
  • The
    ideal candidate should preferably hold an MBA (Finance or accounting)
  • Possession of full professional qualifications
    like ACCA or CPA is a must.
  • Possession of a Bachelor Degree in
    Commerce/Accounting/Finance / Economics or Business Statistics / computing
    obtained from a recognized
    institution.
  • Six years’ experience in financial management, three
    of which should have been gained at a senior level from a reputable
    organization.
