The Uganda Youth Network
(UYONET) is a regional focused leading umbrella Youth CSO Network that works to
mainstream young peoples’ engagement in development and governance processes in
East Africa and beyond. UYONET was started in 2002 to respond to the increasing
demand for a collective platform for research, training and policy advocacy for
young people by young people. With a membership of 31 district networks
constituted by over 147 youth organizations, UYONET has continued to be the
apex of youth programming and designing appropriate interventions that respond
to the needs of the youth across the region.

Job Summary: The Human
Resource and Organisational Development Manager will provide strategic leadership
and overall coordination and management of the human resources and
organizational development and administrative function of the organisation. The
manager shall ensure development, implementation and alignment of resources
policies, procedures and systems for the UYONET to our new strategic plan
2018-2021. The manager of HROD is expected to ensure strategic human resource
management, organizational efficiency and effectiveness though participation in
decision making, advising management on the human resources, organization
development in the organisation, communication and implementation of agreed
upon decisions.

Key Duties and Responsibilities:
Oversight of the performance
of all aspects of Operations nationally 25 %

- Sign
off and oversight on strategies and plans for different respective
components - Leading
the administration annual planning and regular monitoring of delivery for
the organization coordinating across all units to ensure organisational
effectiveness - Review
country performance across all units, producing regular performance
reports for Management committee - Development
of our people and operations strategy in UYONET.

- Ensure
all aspects of the HR cycle are anticipated, planned, and effectively managed
to ensure organizational performance and growth (recruitment, induction,
performance management, transition) - Provide
performance management and support to your direct reports ensuring they
drive performance and results within their units and work as a high
performing members of the Management Team - Create
and maintain a values-based ethic across UYONET to ensure that the
Values,Codes of Conduct, Policies and standards are understood clearly by
all and adhered to in practice. - Manage
staff disciplinary and grievance matters as required. - Ensure
internal staff communications and welfare systems are in place and running
smoothly

- Drive
the development, review and monitoring of annual operational plans across
all business units - Produce,
share, and guide the management to mitigate risks and challenges
identified through agency performance dashboards (bottom-lines, risk
register, management accounts, and staff dashboard) - Lead
the programme management unit ensuring this team design, delivers and
monitors projects to the highest standards, addresses risks and challenges
and maximizes synergies and opportunities for impact and increased value
for money - Develop
a culture of transparent performance monitoring, learning, and success
recognition - Ensure
staff have submitted their reports, time sheets, accountabilities, etc.
Serve as active member of the
UYONET Management Committee:

- Take
active role in the development and regular review of people and
performance operational plan. - Ensure
timely documentation and dissemination of key findings from programme to
inform learning and presenting to the Management Committee. - Play
key role in the strategic planning and reviews process in coordination
with the other programme team and immediate stakeholders. - Lead
and support te staff appraisal processes. - Provide
detailed information and linking finance and programmes unit. - Development
and implementation of employee welfare and wellness services including
medical schemes, insurance, security, pension and work life balance,

- Promotion
of UYONET’s mission. vision, value, principles and culture within and
without the organisation; - Development
and implementation of an effective and efficient organizational structures
that supports achievement of UYONET Strategic - Undertake
continuous assessment of leadership, organizational and staff capacity and
develop comprehensive staff development plan to ensure continuous staff
development as well as provide corrective measures of any identified gaps, - Initiate,
catalyze and/or facilitate change and transformation processes within the
organisation programme, operations and development initiatives; - Development
and implementation of programmes for full employee engagement and
participation in implementing organisation strategies, plans and
priorities; - Facilitate
development and integration of, functional and programme structures,
operating frameworks, strategies, systems and plans for member
organizations. - Participate
in the Accountability, learning, Planning Systems (ALPS) processes as they
relate to the country program e.g. Participatory Review and Reflection
Processes, peer reviews, appraisals, etc. - Ensure
the required legal compliance on all statutory matters related to
employees

- Deputize
as required for the Head of finance during leave, travel, or in
emergencies - Act
as the focal point on safety and security, ensuring that effective risk
management systems are in place, and that all staff understand and comply
with organizational policy - Coordinate
the required follow up to internal and external audit reports (finance and
programmes) - Ensure
that all recommendations are addressed promptly and effectively.
Qualifications, Skills and Experience:
- The
applicant must hold a post-graduate degree/qualification in
communications, marketing-related and/or development-related areas - Previous
experience in HR and development and willingness to learn. - Knowledge
of relevant national and international strategies and frameworks in the
areas of youth empowerment, sexual and reproductive health, HIV and AIDS,
livelihoods and other poverty- related global development priorities
preferred - Demonstrable
experience of translating complex information into compelling stories - Excellent
written and verbal communication skills - Experience
of networking, influencing and building effective relationships within a
complex organisation - Strong
time management skills with the ability to prioritise, meet deadlines and
effectively manage competing demands - Experience
in creating and implementing project plans - Ability
to work flexibly as part of a wider team and autonomously on individual
projects - The
successful candidate will possess strategic astuteness, be results
oriented, have demonstrated analytical skills, be forward thinking and be
able to supervise and support programmes to maximise impact. - The
successful individual will have the interpersonal skills necessary to
establish and manage working relationships in large teams of staff with
Varying levels of management and programmes experience. - The
