About Us:
The Uganda Youth Network
(UYONET) is a regional focused leading umbrella Youth CSO Network that works to
mainstream young peoples’ engagement in development and governance processes in
East Africa and beyond. UYONET was started in 2002 to respond to the increasing
demand for a collective platform for research, training and policy advocacy for
young people by young people. With a membership of 31 district networks
constituted by over 147 youth organizations, UYONET has continued to be the
apex of youth programming and designing appropriate interventions that respond
to the needs of the youth across the region.
Job Summary: The Head
Finance and Administration will be a strategic thought-leader, and report to
the executive director (ED) and will occasionally act on behalf of the ED. The
successful candidate will be a hands-on and participative manager and will lead
and develop an internal team to support the following areas: finance, business
planning and budgeting, human resources and development, administration, and
IT. He/she will be will play a critical role in partnering with the senior
leadership team in driving the strategy for UYONET. This is a tremendous
opportunity for a finance and operations leader to maximize and strengthen the
internal capacity of a well-respected, high-impact Youth leading organization.
Key Duties and Responsibilities:
Financial Management: 25 %
  • Ensure
    organisational compliance with finance practices
  • Lead
    development of financial plans, budgets and forecasts
  • Prepare
    financial statements and lead preparation of year end accounts
  • Produce
    monthly income and expenditure statements for UYONET and its donors and
    board
  • Monitor
    donor funded projects and provide accurate reporting
  • Review
    financial processes and procedures on an annual basis
  • Prepare
    accurate and timely financial reports for donors as required
  • Carry
    out benchmarking exercises and supplier reviews to obtain value for money
    on its purchases
Accounting Functions: 25 %
  • Ensure
    that accounting records and books of accounts are kept up to date and are
    in accordance with UYONET standards.
  • Maintain
    a computerised system for the UYONET expenditures
  • Ensure
    that all payments to supplies and/or projects are in accordance with
    relevant UYONET regulations and approved plans/budgets
  • Manage
    monthly payroll, and ensure necessary deductions and reimbursements are
    processed against staff accounts
  • Ensure
    that donor funds are received as per disbursements agreements and that
    expenditure by all staff is coded by unit and donor correctly
  • Ensure
    that bank reconciliation as well as debtors and creditors statements are
    done monthly
  • Ensure
    that cheque books, purchase order books, invoices etc. are well accounted
    for and are kept in a safe and secure custody
  • Annually
    review accounting timelines and processes to ensure accounts are being
    produced across our four offices in the most effective manner
Financial Controls and Risk
Management: 15 %
  • Implement
    annual internal and external audit recommendations
  • Build
    capacity among your team to strengthen supervision by finance
  • Work
    with management to build a culture of values and transparency in finance
  • Oversee
    adherence to UYONET financial policies and procedures, and continuously
    improve systems and mitigate risks
  • Advise
    the organization’s leadership on appropriate insurance coverage for the
    organization and the Board of Directors
  • Maximize
    income where possible and appropriate
  • Negotiate
    with Bank for lines of credit or other financial services as required and
    appropriate
  • Provide
    guidance and develop new tools and systems to strengthen risk management
    and with management team update the risk register monthly.
Operations, Human Resource
Management and Development: 20 %
  • Overall
    responsibility for recruitment, perfomamance management and staff
    development. The head of Finance and Administration will also partner with
    ED and the rest of the management team to ensure that the focus remain on
    the organization’s mission while maintaining the culture that makes UYONET
    unique.
  • Together
    with the HR and Development Manager, Ensure UYONET complies with required
    insurances and certifications for effective operations management in
    Uganda
  • Provide
    line and performance management and oversight over the accountability
    wall, performance dashboard and all other internal accountability areas.
  • Develop
    mechanisms to ensure regular communication and planning of priorities
    takes place across teams
  • Provide
    training and coaching to the finance team and other staff as per organisational
    capacity building plans
  • Oversee
    induction of new staff (finance and other) to UYONET‘s finances, financial
    procedures and policies with support of your team
  • Uphold
    UYONET codes of conduct and staff policies at all times personally and
    within your team
Contribute to Strategy and
Direction as part of the Senior Management Committee: 10 %
  • Contribute
    to strategic planning and organisational management as a member of the
    Senior management committee as a team player
  • Serve
    as a role model at all times, personally embodying UYONET’s mission and
    values for all staff, volunteers, and external audiences.
  • Create
    and maintain a values-based ethic across UYONET to ensure that the
    UYONET’s values, codes of conduct, policies and standards are understood
    clearly by all and adhered to in practice.
  • Support
    fundraising efforts
  • Review
    performance across all units, producing regular reports on Finance HR and
    Risk for Management committee and Board.
Other Duties: Other duties may be required from time to
time, including responsibilities which require work on weekends and holidays
for which time off in lieu may be taken.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Bachelor’s degree ideally with an MBA/CPA or related
    degree
  • Seven
    years of overall professional experience; ideally six-plus years of broad
    financial and operations management experience
  • The
    ideal candidate has experience of final responsibility for the quality and
    content of all financial data, reporting and audit coordination for either
    a division or significant program area, and has preferably overseen a
    human resources function previously
  • Ability
    to translate financial concepts to – and to effectively collaborate with
    programmatic and fundraising colleagues who do not necessarily have
    finance backgrounds
  • A
    track record in grants management
  • Technology
    savvy with experience selecting and overseeing software installations and
    managing relationships with software vendors; knowledge of accounting and
    reporting software
  • Commitment
    to training programs that maximize individual and organization goals
    across the organization including best practices in human resources
    activities
  • A
    successful track record in setting priorities; keen analytic, organization
    and problem solving skills which support and enable sound decision making
  • Excellent
    communication and relationship building skills with an ability to
    prioritize, negotiate, and work with a variety of internal and external
    stakeholders
  • A
    multi-tasker with the ability to wear many hats in a fast-paced
    environment
