Job Summary: The Logistics
and Supply Chain Officer – HIWA Project will mainly lead the Supply Chain
Management (SCM) for all key commodities (including pharmaceuticals and
laboratory) on the USAID’s HIV/Health Initiatives in Workplaces Activity. S/He
will give supervisory and technical support for the planning, handling, and
management of HIV/AIDS, TB, RMNCAH, and nutrition commodities for all HIWA
supported health facilities. The Officer is also responsible for providing
technical assistance and capacity building in health commodity forecasting,
quantification, ordering, storage and use across all supported districts and
health facilities.

supported health facilities. The Officer is also responsible for providing
technical assistance and capacity building in health commodity forecasting,
quantification, ordering, storage and use across all supported districts and
health facilities.
Key Duties and Responsibilities:
- Strengthen
commodity (pharmaceutical and Laboratory) logistics management, information
management and tracking, at health facilities through Supervision
Performance Assessment and Recognition Strategy (SPARS) implementation,
and use of electronic systems such as DHIS 2 for Web-Based Ordering
Systems (WAOS), Rx solutions and open MRS. - Support
health facilities within the region to effectively implement the
Differentiated Service Delivery Models (DSD) for HIV infected clients in
care, by ensuring constant availability of commodities. - Ensure
the national Logistics Management System (LMIS) is kept up to date at all
HIWA supported health facilities. - Determine
the training needs, and develop desired trainings to build capacity of
health workers involved in LSCM at the supported Health Facilities. - Represent
the project at the central level Technical Working Group (TWG), of the
Ministry of Health, on medicines procurement and management. - Support
the revitalization of Medicines and Therapeutic committees (MTCs) at HC IV
level. - Coordinate
the adherence to drug policies and regulations at supported facilities. - Quantify
and leverage supplies for HIV/AIDS, TB, RMNCAH, and nutrition commodities
not supplied by NMS/JMS/MAUL from other sources. - Build
and maintain databases for all relevant sites, commodities, lead times,
reporting histories, and supervision visits at all levels. - Support
health facilities to establish logistics management teams to conduct in
addition to CQI to bridge service delivery gaps. - Coordinate
with districts, health sub districts and other stakeholders to improve SCM
in the region. - Contribute
to timely and accurate reporting by the project.
Qualifications, Skills and Experience:
- The
ideal candidate for the World Vision Logistics and Supply Chain Officer –
HIWA Project job opportunity should hold a Bachelors of Pharmacy or
Equivalent, with additional training in Logistics and Supplies Chain
management. - Two
years of work experience leading a procurement team in a demanding work
environment, preferably with an International NGO. - Excellent
public and negotiation skills along with business acumen essential,
coupled with attention to details, maturity in decision making and time
management skills - A
proactive person with initiative and drive, honest with a high level of
integrity; a team-player with good planning skills - A
strategic thinker with strategy and procurement experience - Computer
literate in MS Office
