of Uganda has received a loan and a grant from the International Fund for
Agricultural Development (IFAD) to finance the Project for Restoration of
Livelihoods in the Northern Region (PRELNOR), and intends to apply some of the
proceeds to recruit staff to implement the project. PRELNOR will cover the
districts of Adjumani, Agago, Amuru, Gulu, Lamwo, Kitgum, Nwoya and Pader.

About PRELNOR Project:
The overall goal of the PRELNOR
is: Increased income, food security and reduced vulnerability of poor rural
households in the project area. This will be through increased sustainable
production, productivity and climate resilience of smallholder farmers with
increased and profitable access to domestic and export markets.

Job Summary: The
Assistant Accountant will be responsible for following-up payments and
Withdrawal Applications (WAs), alternating between the PMU in Gulu and the
Liaison Office in Kampala, while ensuring proper accounts filing system, data
entry and being a Bank Agent.
Assistant Accountant will be responsible for following-up payments and

Key Duties and Responsibilities:
- Tasked
with preparing source documents e. g; PVs, Loose Minutes, for approval; - Chronological
filing of documents with adequate cross reference to ensure ease of
retrieval; - Following
up of accountabilities, maintaining a detailed log of outstanding
accountabilities; - Entering
Data into the accounting system; - Facilitating
both Internal and External Auditors to audit the project’s financial
transactions and reports in order to meet the required submission dates to
IFAD; - Support
the Financial Controller in preparation of reports to enable the
withdrawal of funds from IFAD and GOU; - Proactively
support the district designated Project Accountants; - Maintain
key registers such as fixed assets; inputs into the contracts register and
contract monitoring forms; - Support
the Financial Controller in the preparation of informative Management
Accounts in the form of monthly, quarterly, semi¬annual and annual reports
regarding aspects of project financial monitoring bringing out variances
and advising implementers as to the limits of expenditure; - Carry
out any other activities that are assigned by the Supervisor
Qualifications, Skills and Experience:
- The
applicant must hold a Bachelor’s degree in accounting. - Professional
course in Accountancy (level II ACCA or CPA) is an added advantage. - A
minimum of two years of relevant work experience and skills - Excellent
quantitative and analytical skills; - Strong
writing, communication and interpersonal skills - Computer
literacy skills including accounting packages and well-versed in the use
of Excel, Word and basic data base set-ups.
