About Us:
The Uganda Youth Network (UYONET)
is a regional focused leading umbrella Youth CSO Network that works to
mainstream young peoples’ engagement in development and governance processes in
East Africa and beyond. UYONET was started in 2002 to respond to the increasing
demand for a collective platform for research, training and policy advocacy for
young people by young people. With a membership of 31 district networks
constituted by over 147 youth organizations, UYONET has continued to be the
apex of youth programming and designing appropriate interventions that respond
to the needs of the youth across the region.
Job Summary: The Design
Monitoring, Evaluations Learning and Accountability Manager will take
leadership of our new strategy strategic objective 4; that focusses on learning
and accountability and will take a lead on all Monitoring, Reporting,
Evaluations and Research work.
Key Duties and Responsibilities:
Organisational Strategy and
Implementation (20%)     
  • Serve
    as a member of the Organisation’s Management Committee, upholding
    organisational values and acting as a role model at all time
  • Provide
    oversight and leadership ensuring that all elements of the Strategy are
    implemented to the expected standard.
  • Develop
    a set of programme quality and performance tools to underpin the quality
    and performance of our new strategy and train staff in their use
  • Working
    with the Programme team, ensure new mechanisms are in place for the
    monitoring, evaluation and reporting against our new strategy and
    programmes
  • Ensure
    that all elements of our work are achieving impact on a bigger scale than
    we can achieve on our own
  • Provide
    thought leadership through evidenced learning for the new strategy both
    programmatically and structurally
Monitoring and Reporting (30%)      
  • Ensure
    that all UYONET programmes have appropriate monitoring and reporting
    indicators and tools in place, in line with internal and l donor grant
    management requirements.
  • Build
    capacity of Programme team Unit in monthly monitoring, reporting and data
    (target) analysis as per requirements.
  • Develop
    and support maintenance of relevant electronic database for programmes and
    build capacity of the programme team in use and management.
  • Lead
    on the compilation of UYONET Donor Narrative and Technical Reports.
  • Lead
    on the compilation of the UYONET Quarterly and Monthly Reports.
  • Develop
    the Evidence Based Decision Making systems for all programmes and train
    the programme team on the technique.
  • Ensure
    that monitoring and reporting systems, including fieldwork, collection of
    reports and data entry, are correctly implemented by staff and volunteers.
  • Produce
    documents including case studies, study briefs, impact briefs for use by
    the team.
  • Support
    fundraising through report and proposal writing, logistical framework
Evaluations and Research
(10%):
  • Lead
    in the management of independent and external evaluations, such as
    baseline, endline surveys, including designing, budgeting, planning for
    data collection, analysis and report writing.
  • Innovate
    in the measurement of the effectiveness of UYONET
  • programmes,
    including utilising external data and external evaluators.
  • Support
    the UYONET Management Committee to plan and implement evaluations of
    non-programme issues and system, including effectiveness of information,
    cost effectiveness, etc
  • Together
    with the Management Committee & Programme Unit design annual research
    plans
  • Lead
    research studies as and when required, including designing, budgeting,
    planning for data collection, analysis and report writing.
Programme Strategy informed by
Evidence- Based Learning (15%) 
  • Develop
    appropriate logistical frameworks and indicators for all programmes
  • Plan
    and manage monthly Programme Quality workshops to ensure that evaluation
    and monitoring data informs programme implementation and development.
  • Ensure
    that programmes contribute to national and international strategies –
    including National Implementation Framework III National Youth Policy, etc
  • Support
    the programme team to appropriately format and disseminate programmes
    result and impact to programme stakeholders (including beneficiaries) at
    national, provincial, district and ward levels.
  • Ensure
    programmes reflect the operational standard, strategy and practices of
    UYONET.
Strategy and management (10%):
  • Serve
    as active member of the UYONET Management Committee:
  • Manage
    unit priorities through the development and regular review of unit
    operational plans and implementation calendars.
  • Ensure
    timely documentation and dissemination of key findings from monitoring,
    evaluation and research, presenting Monthly and Quarterly progress reports
    to the Management Committee.
  • Build
    and manage systems for sharing and learning within UYONET, including
    sharing external and internal information both within and outside the
    organisation.
  • Lead
    the programme component of strategic planning and reviews in coordination
    with the programme team and immediate stakeholders.
  • Develop
    annual budgets of Monitoring and Learning component activities, be the
    budget holder and monitor expenditure.
Human Resources Management and
Capacity Building (10%):
  • Manage
    Monitoring & Learning staff through monthly meetings/updates,
    monitoring work, schedule workplans and review.
  • Support
    staff through entire performance management cycle with regular objective
    setting and review.
  • Build
    the capacity of the Management Committee in evidence based decision making
    and performance baseline management.
  • Design
    and implement appropriate training programmes and support systems for
    volunteers and staff to ensure understanding and quality implementation of
    monitoring, and research systems.
  • Serve
    as a role model-personally embodying UYONET mission and values, and
    strictly adhering to policies and procedures and ensuring other staff to
    do the same.
  • Other
    (5%):
    Other duties as
    required, sometimes requiring working on weekends and holidays for which
    time off can be taken.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Graduate degree (Masters preferable) in relevant
    field of study
  • At
    least five years’ experience in development sector.
  • Minimum
    of five years’ experience in programme design, monitoring and evaluation,
    including design of systems and tools, data analysis and report writing.
  • Previous
    experience in designing and leading, on specific research projects
  • Strong
    data analysis skills (quantitative and qualitative)
  • Excellent
    report writing skills particularly donor reporting.
  • Fluent
    in written and spoken English.
  • Excellent
    IT skills, including relevant data management packages, including EpiInfo,
    SPSS, and others.
  • Excellent
    interpersonal, written and verbal communication skills.
  • Previous
    work experience in Uganda and national languages.
  • Broad
    knowledge and understanding of contemporary development issues and trends
    in
  • M&E
    in the field of international development
  • Experience
    of performance managing people
  • Experience
    of managing multi-site research works
  • Experience
    in handling budgets and finances.
  • The
    individual must be results oriented, highly self-motivated and have
    demonstrated analytical skills.
  • She/He
    must be able to ‘see beyond the data’ with a vision for the strategic contribution
    of M&E/L data to all facets of the organisation
  • The
