market-oriented vocational training to empower young people: youngsters learn
the social, business and technical skills they need to increase their
employability and chances of making a living. Market-oriented skills training
needs to be customized with input from the labour market, the trainee and the
training provider. To achieve success, it is essential to link all three
parties.
Job Summary: The Skills
Development Officer will be responsible for the effective development and
implementation of the agricultural vocational skills component of the project
and will be accountable to the project coordinator. Edukans will provide
technical and operational support. The Uganda Skills expert will be part of the
Edukans’ global skills team. Development of annual activity plans and
monitoring of progress will be done in close collaboration of the skills team
in the Netherlands and Kenya office .
Key Duties and Responsibilities:
Project Implementation:
  • Support
    the development of the operational plans of the project, and Agricultural
    Technical and Vocational Education and Training (ATVET) providers.
  • Adapt
    curricula to the needs of the local labor market based on the selected
    value chains.
  • Develop
    quality curricula for agriculture and related skills (production,
    transformation, entrepreneurship, organization, life skills) tailored to
    the specific steps in each value chain.
  • Co-development
    of a self-supportive and replicable model for practical, informal,
    community based learning.
  • Improve
    the quality of the existing ATVETs and informal courses.
  • Provide
    training on linking education to the market, including market research
  • Train
    teachers and trainers on active teaching and learning, at ATVET, extension
    service and private skills providers.
  • (Further)
    develop tools and methodologies
  • Develop
    capacity of ATVET providers in training and employment-related services
    (both formal and informal).
  • Identify
    occupational and skills set gaps for the ATVET training programmes.
Project Monitoring:
  • Support
    the collection, analysis and management of data/knowledge to trackprogress
    and to provide recommendations for ongoing improvements.
  • Signaling
    issues that need improvement and take action accordingly;
Reporting:
  • Ensure
    accurate and timely reporting as requested by the line manager
  • Administration
    / budget keeping of skills component and individual projects
  • Gather
    and submit human interest stories
Communication and Coordination:
  • Close
    coordination and frequent communication with the line manager and Edukans
    supervisor.
  • Develop
    and maintain transparent and honest communication and relationships.
  • Perform
    other duties as required
     



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Bachelor’s Degree in Development Studies,
    Agriculture, Economics, Education or related field.
  • Four
    years of relevant experience in skills development in Agriculture and or
    VET/ATVET programs.
  • Previous
    experience in involving private sector with ATVET or working experience
    with in-house company skills development.
  • Preferably
    experience with education for illiterate people.
  • Conceptual
    understanding and practical experience of linking ATVET with employment
    opportunities and livelihood development.
  • Proven
    experience in training, preferably in training of trainers.
  • Knowledge
    of and experience with Project Cycle Management.
  • Strong
    knowledge of MS Office applications.
  • With
    preference work experience in Northern Uganda .
  • Experience
    working in an Agricultural field is a must.
  • Strong
    working knowledge of English, spoken and written. Knowledge of local
    language is an advantage.
  • Strong
    inter-personal, communication, cultural and diplomatic skills.
  • Team-player.
  • Transparent
  • Ability
    to multi-task, set priorities, and work under tight deadlines.
  • Willing
    to travel (National, Africa, Europe), approximately 8 times a year.
