Job Summary: The Finance
Officer (FO) is responsible for effective execution of War Child Canada’s
financial management and control systems, services and processes in Uganda. The
Finance Officer works in close collaboration with and provides adequate and
timely financial management and control support to War Child Canada program and
operational teams in the country office in Kampala and field offices. She/he
promotes a client-oriented approach consistent with War Child Canada’s
policies, rules and regulations, including financial management and control.
Officer (FO) is responsible for effective execution of War Child Canada’s
financial management and control systems, services and processes in Uganda. The
Finance Officer works in close collaboration with and provides adequate and
timely financial management and control support to War Child Canada program and
operational teams in the country office in Kampala and field offices. She/he
promotes a client-oriented approach consistent with War Child Canada’s
policies, rules and regulations, including financial management and control.
Key Duties and Responsibilities:
Financial Management Support:
- Assist
the Finance and Administration Manager (FAM) in effectively managing
all aspects of the finances of the Country Office. This includes, budget
preparation, reforecast, projection and monitoring. - Support
the Finance and Administration Manager (FAM) and Program Teams in
the preparation of budgets for new projects. - Assist
the Finance and Administration Manager (FAM) and Program/Project
Managers in grant management including monthly and quarterly preparation
of projections/forecast, monitoring of expenditure against budget, and
provide adequate and timely advice and support. - Be
the reference point and respond to financial management and control
enquiries and support needs from program and operation teams in the
country office and field offices. - Ensure
adherence to War Child Canada financial management and control
policies, rules and procedures. - Assist
the Finance and Administration Manager (FAM) in liaising with War
Child Canada Head Quarters as well as with other WCC Country Offices over
financial matters, including inputs for and financial management of
multi-country programs.
Financial Operations:
- Responsible
for handling and managing the country office cash box, ensuring
that the cash box is safely stored and contains the set minimum amount of
cash at all times in case of emergency. - Proper
and timely preparation and control of all supporting documents for
payments, and preparation of all types of payment vouchers for effective
and timely execution of payments in accordance with the War Child Canada
financial management and control policies, systems, rules and procedures. - Be
responsible to ensure that all payments/transactions are correctly
authorized, the details entered on the relevant forms, and that
signatures/receipts are obtained each time money changes hands. - Maintenance
of the internal expenditure control system which ensures that
vouchers processed are matched and completed, transactions are correctly
recorded and travel claims and other entitlements are duly processed. - Prepare
monthly general ledger accounts reconciliations. - Take
timely corrective actions on un-posted vouchers, including the vouchers
with budget check errors, match exceptions, unapproved vouchers. - Treasury
management and cash flow planning. Timely review of cash position
for local accounts and budgets to ensure availability of funds on hand for
disbursements. - Conduct
physical cash counts with the Finance and Administration Manager
(FAM) against book balance at the end of every week and during month end
financial reporting, and to account for any discrepancies. - Working
closely with field offices, follow-up and ensure that financial reports
and documents are submitted to the country office finance department in a
timely manner, review and ensure that all documentations are properly
completed and submitted, and take necessary corrective action. - Prepare
staff payroll for review, approval and authorization by the Finance
Administration Manager (FAM), Human Resources (HR) Manager, and the
Country Director (CD), and ensure timely disbursement of salaries to
staff. - Follow-up
and ensure that all legal statutory payments, such as income tax,
etc. are prepared and paid to the relevant government authorities on
timely basis and that any documentation and reporting requirements are
fully adhered to and maintained up-to-date at all times. - Responsible
for the management of all working, travel, salary and other
advances to staff, including proper documentation and authorization as
well as closely monitoring and ensuring that they are all settled within
the stipulated time. - Work
in close consultation with the Finance and Administration Manager (FAM)
undertake regular field office financial management and control
spot-checks and audits, and take necessary corrective actions to ensure
that War Child Canada financial management and control systems, policies,
roles and regulations are fully implemented and adhered to.
Financial Reporting:
- Close
month end accounts and assist the Finance and Administration Manager
(FAM) in the preparation of accurate and high quality monthly financial
reports. - Support
the program teams and the Finance and Administration Manager (FAM) in the
preparation and timely submission of high quality donor financial reports.
Other Duties:
- Undertake
other appropriate level duties as defined by the Finance and
Administration Manager (FAM) and the Country Director (CD) from time to
time. - Deputize
for the Finance and Administration Manager (FAM) as required.
Qualifications, Skills and Experience:
- The ideal candidate for the War Child
Canada Finance Officer employment opportunity should hold a Bachelor’s Degree in Accounting or
other relevant financial management field. - Three
years of work experience in a similar position. - Experience
and knowledge of technical accounting with financial planning,
book-keeping practice and principles, internal controls, general ledger,
cash management and reconciliations, payroll processing and taxation. - Previous
experience of financial reporting, including donor reporting, measurement
and analysis. - Advanced
knowledge and experience in the usage of computer spreadsheet, database
and accounting software packages (MS Word, Excel, Quickbooks, etc.) and
handling of web based management systems. - Proven
ability and experience of identifying and analyzing financial risks
and taking proactive actions. - Proven
ability to think strategically, prioritize, and meet deadlines in a complex
and challenging environment; - Ability
to work well with diverse teams from all backgrounds and levels. - Excellent
interpersonal, communication and facilitation skills. - Excellent
English (verbal and written) with the ability to produce high quality reports
and communications. - Ability
to problem solve and work with minimal supervision. - Willingness
and ability to travel outside Kampala. - Affinity
with War Child Canada’s mandate. - Politically
and culturally sensitive with qualities of patience, tact and diplomacy. - Creative,
energetic, adaptable and flexible. - Stress-resilient
to be able to cope with deadlines and complex problems.
