About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development Cooperation
Strategy and in support of the Government of Uganda’s TB Program, this
five-year, USAID funded project’s goal is to increase TB case notification,
case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening with the aim of ending the TB epidemic in Uganda.
Job Summary: The
Epidemiologist/ Data Analyst is recruited by USAID Defeat TB on secondment to work
with the National TB Leprosy Programme (NTLP) headquarters in Wandegeya,
Kampala where he/she will be based. The Epidemiologist will work closely with
the NTLP technical team to monitor trends in the incidence of DS and DR TB
across Uganda. He/She will support intensified case finding and contact tracing
exercises in Kampala, Mukono, Wakiso and at MDR sites across Uganda by
providing data on geographical areas and settings with the highest likelihood
for TB. The epidemiologist will employ the DHIS-II as well as other sources of
aggregate DS-TB and DR-TB data to analyze, and interpret trends and associated
drivers for the TB epidemic in Uganda. Based on data, the epidemiologist will
contribute to the generation of effective and practical interventions to
detect, control and prevent TB in the communities of Uganda. The Epidemiologist
will work in collaboration with the Intensified Case Finding officer and other
TB programme officers at NTLP to enhance its leadership role. The
Epidemiologist will report to the Deputy Chief of Party Defeat TB.
Key Duties and Responsibilities:
  • Ensure that NTLP’s response to the TB
    epidemic in Uganda is evidence based.
  • Support NTLPs leadership, supervisory and
    mentoring role by providing up-to-date data for its engagement with both
    policy makers and TB service implementers.
  • By providing the NTLP with appropriately
    analyzed data to strengthen its secretarial role for the NCC and its
    respective technical working groups.
  • Actively contribute to the monitoring of
    the performance of multi-facility databases, providing feedback to the
    relevant data managers on its accuracy.
  • Actively contribute to reports based on
    regular dashboards for the program and supported facilities.
  • Actively participate in NTLP national and
    sub national performance review meetings ensuring that deliberations are
    data driven and feed-back on performance by districts and the regional
    based IPs is provided.
  • Ensure that the district action plans have
    relevant targets and are guided by accurate epidemiological evidence.
  • Work closely with the NTLP manager in
    ensuring that TB hotspots across Uganda are identified and appropriate
    interventions for such settings are developed.
  • Ensure that the differentiated care models
    for TB models for urban and rural settings are grounded on data derived
    from all sources available
  • Manage the surveillance, detection and
    responsiveness of NTLP’s to outbreaks in TB across Uganda.
  • Provide guidance to the ICF officer and
    the ICF Task Force



Qualifications, Skills and Experience:
  • The applicants for the USAID Defeat TB
    Project Epidemiologist/ Data Analyst job opportunity must hold a
    Bachelor’s Degree in a medical related field, and a Master’s Degree in
    epidemiology, public health or its equivalent will be an added advantage.
  • Three years’ work experience gained
    through serving within a government institution or NGO with proven ability
    to coordinate activities of different stakeholders at district and or sub
    national level.
  • Previous experience in leading and
    managing a disease surveillance or rapid response exercise.
  • A good understanding of biostatistics and
    capacity to use common quantitative data analytical tools/programmes.
  • Excellent communication or interpersonal
    skills is a must.
  • Experience in managing TB, HIV, and TB/HIV
    coinfection.
  • Experience in applying Quality Improvement
    approaches in TB and HIV management and providing clinical training to
    service providers and stake holders.
  • Ability and willingness to travel to the
    supported districts
  • Excellent oral and written communication
    skills are required to develop and maintain effective, sustainable working
    relationships with national and international working partners and to
    accomplish reporting requirements.
  • Ability to analyze, understand and discuss
    new program design, management and implementation approaches is required.
    This includes the development of evaluation designs, use of reliable and
    valid instruments, and methods for data collection, analysis and reports.
  • Demonstrated ability to influence other
    collaborative organizations engaged in TB & HIV control programs to
    adopt appropriate strategies for improving the programs for patients with
    TB/HIV co-infection is an important skill required for this position.
  • Extensive knowledge of current TB, TB/HIV
    and DR-TB landscape in Uganda, the health care system, Ministry of Health
    policies, regulations and program priorities
  • Detailed knowledge of USAID Administrative
    policies and regulations
  • Demonstrated experience in onsite
    training, mentorship and QI coaching approaches
  • Demonstrated organizational and
    supervisory skills and abilities; sound judgment, and high ethical
    standards; flexible and able to adapt to changing priorities and deadlines

the Uganda for an indefinite period without a need for sponsorship will be
