About USAID LARA Program:
RTI International is implementing the United States Agency for
International Development (USAID) funded Literacy Achievement and Retention
Activity under Cooperative Agreement # AID-617A-15-00009. The 5-year
USAID/Uganda Literacy Achievement and Retention Activity is expanding the
Ministry of Education and Sports (MoES) early grade reading program and
supporting the implementation of the National Strategic Plan on Violence
against Children in Schools (VACiS) 2015–2020. It seeks to reinforce the implementation
of the MoES 2014 Reporting, Tracking, Referral, and Response (RTRR) Guidelines
in the 28 implementation districts.
Job Summary: The Monitoring
Evaluation and Learning Specialist will participate in the implementation of
the project monitoring and evaluation plan, facilitate the transfer of
knowledge at the program, MoES, district and school levels ensuring a smooth
flow of information. S/he will build capacities of staff and support
assessments, monitoring and evaluation activities.  S/he will work with project staff and
stakeholders to organize and document learning events, develop project briefs
and case studies that detail success stories, lessons learned, and best
practices across all components. This position will report to the Monitoring and
Evaluation Coordinator.



Qualifications, Skills and Experience: 
  • The applicants for the USAID LARA Project Monitoring
    Evaluation and Learning Specialist job opportunity should hold a  Bachelor’s Degree
  • At least five years’ experience in the
    implementation of M&E.
  • Previous experience in Collaborating,
    Learning and Adapting (CLA) approach; designing and executing qualitative
    and quantitative studies; measuring teacher uptake of instructional
    methods and learning outcomes;
  • Experience in designing of Performance
    Management Plans
  • Previous experience in designing of tools
    and strategies for data collection, analysis and preparation of progress
    and evaluation reports and briefers.
  • Previous experience of M and E for
    education programs and working on USAID or other international development
    programs an added advantage
